I think I finally found a way for us to get these creeps. I have found a website that will give us the CARRIER that is associated with these callers. If we contact the carriers en-masse, AND we tell them we are aware of the illegal activity AND that we will share their information with others, then perhaps they will start shutting these people down. Go to the carriers website and do a CONTACT US and send them an email. Here is what I used as a template:

I have been receiving hundreds of telemarketing calls to my cell phone and found out that the number that called me yesterday, XXX-XXX-XXXX is supported by your company. There are thousands of people that are contacted daily by 'robo-calls' and this number is one of them. I am not sure what you can do to help us prevent these calls, but I'd like very much for you to investigate the legality of this company who is clearly breaking the law, as I have put my cell number on the FTC DO Not Call List many times. Thank you for your support and I hope you can help set a trend that for carriers that will eliminate these companies from practicing this illegal activity.

I have received more than 150 (I have them documented) calls from these scum sucking criminals. I have filed more that 50 complaints with the FTC however due to the fact that they hide behind spoofed numbers I doubt that they will ever stop any of them. They ask for up front fees and charge your credit card without performing any services.

A special thanks to a reply from MGD at dslreports.com which gives great insight as well:

"Some on your list have already been the subject of FTC action, such as Roy M. Cox of Castle Rock Capital Management. Not surprisingly, many are habitual repeat offenders, and are the subject of multiple FTC actions. FTC action is grossly inadequate in these cases. The millions of solicited "Heather" "Rachel" et all, Card Services robo calls will not begin to subside until these criminals are charged with Federal Felonies, are convicted and subjected to significant jail time.

Civil action by the FTC against such criminals is totally ineffective. All of those involved know that they are violating FTC regulations. The FTC prohibits unsolicited calls for any kind of debt / interest rate reductions which require up front fees, period, and that is what these robo calls are about. The FTC civil actions have been nothing more than whack-a-mole interference. Which is why numerous individuals are the subject of repeated actions, despite signing prior agreements that prohibit future involvement. The FTC levies huge fines, then rescinds them based on inability to pay. The FTC settles for the minimal cash on hand, and enjoins them from future "telemarketing". The criminals sign off, then go right back to business. The entire operations are clearly criminal, intent to defraud, etc, and should be dealt with in criminal court and not by civil actions.

The banking system is also at fault here, without merchant accounts and ACH processing these criminals could not collect the scammed funds. Though the criminals use obfuscation, layered corporations, multiple bank accounts and offshore stashing, patterns of obvious fraudulent activity become apparent after a short time.

If you are interested in obtaining useful tracking information on the callers, I suggest another angle in the conversations. Act very interested in the rate reduction scam, as you have multiple high interest cards with large balances. Tell them that you don't give out card numbers in response to unsolicited calls. However, tell them that if they provide you with a verifiable number that you will then call them back and provide the info.

Since many of the operatives work on commission they will provide direct contact numbers if they believe you are serious about completing the deal. Verified return phone numbers are an excellent tool in tracking the people behind the operations.

Many of the inbound robo call numbers are spoofed, as most of the bolierhouses, both off and on shore, are using Voip SIP Trunks services. Throwaway DID numbers are also used. Some of the robocalling is operated by the end use scammers directly. Others are contract services who earn a referral fee once you are transferred to the scammers.

In a follow up post I will document one group associated with the Rachel "Card Services" and the pond scum, including a lawyer behind one of the operations. Follow the money ..... track the recipients ... and

take a close look at the processors and banks involved."

Here is there call back #. This number works, dial *67 then 1-770-293-0150. This gets you to the point were when a rep from account services picks up they ask you if you pressed 1 to lower your interest rate. In other words now I have there # that I can call whenever I want and harass them. Please check it out and pass this number around.

They're persistent, gotta give them that.  I currently have I think 23 different phone numbers on my "auto reject list" which these people have used to call me repeatedly.  I've reported them to the Do Not Call registry, asked them politely to stop, asked them not so politely to stop.... you get the idea.  They've actually gotten bored with calling from a few of them but then this new one popped up today.  And I thought  they didn't love me any more.  I do not owe them money and they don't work for anyone that I owe money to.... it's just spam. And annoying.

"Card Services" SCAM again!  They will not stop calling no matter how many times you beg, or threaten them because they are UNTOUCHABLE!

They laugh at you and and scream obscenities into your ear because you will never be able to do anything about it, so WHY NOT right?
Ask them for a simple thing like a callback number and they will hem and haw and then hang up on you.
Just shut up and give them your credit card numbers but DON'T ask for anything that will indicate anything about who they are or WHERE they are.
Do they even have a WEBSITE? NO!

So, some criminal in a foreign country calls your number on the phone, and wants your credit card info but refuses to give you their real name, refuses to give you their address, and will only give you a fake phone number!

The only thing that will ever stop them is if EVERY person they call pretends to be interested, says they have about $5000 to $10,000 in credit card debt on 3 cards that are all current, then for one reason or another leaves them hanging.  I stall them by taking forever to fish around for my Credit card, then I read the number REAL slow and repeat things alot, I also ask a bunch of dumb questions like "Oh yeah? how much you gonna charge for this "Service" all suspicious like as if I'm too smart for them.
I actually faked like when I went to pull my credit card from my wallet that it had been stolen! (I could hear the person laughing and telling the other scammers in the background about it, they really thought they had a hillbilly idiot on the line.)  I "found" it at the last minute and then when it came time to read the card number to them I got half way through then paused and said in my non-idiot voice "Oh, wait you laughed at me when you thought I had my wallet stolen, so F*** YOU!!!

Then I laughed really loud and hard... they Hung up.

Another time I read half the number, then said WAIT, can I speak to Rachel?  No? then F*** YOU!

Nameless...it's not always a cut and dried world.  I'm a consultant...my living is made through people reaching out to me.  How these jack***es got my business cell number (which is on the Do Not Call list) is beyond me...but I cannot just "not answer an unfamiliar number" because I will be destitute if I do!  :-(

Now...I have downloaded the Mr Number app...and that thing is awesome!  Literally...since installing...not ONE Rachel from Cardmember Services call.  Ha...bite me Rachel!  :-)

Yes, I also received a call from this number.  I do have school loans that I'm paying back, but they are being paid for and are up to date.  And, I am on the do not call list...What's the point? Apparently the DNC is just something to ease the individuals mind, nobody pays attention to it anyway because I still receive call from groups and companies that should t be calling me!

(385) 212-1900 ... which happens to be a Cell Phone (Caller ID eve displayed it this way: Cell Phone UT 1-385-212-1900) @ 12:40 PM

and then these desparate idiots tried with another (already used spoofed) number about 4:49, 2 hours later. That number (like thi s latest one) I had already blacklisted (these moron's will keep getting a isconnected number message regardless.  I also have blacklsted 'blocks' of numbers around both of these (and also all the other spoofed numbers they used as a precaution)!!!

keep getting phone calls from this number re:  "lower my credit card interest" the call comes up cellular and I checked (whitepages.com) its acutally a land line in Salt Lake City, UT.  They call all the time sometimes three times a day.  And they have been told "stop calling"  that does not stop them.  Can We as a group call the BBB?

When I get calls like this I hit answer but say nothing...computer or whatever clicks off on the other end. Usually only have to do this twice and no more calls - at least from these numbers!!

Lucky you didn't give them anything, they are scammers,  Their message is put in a way like you called them or that they have done business with you already.  That way if they do get caught then they can claim they must of reached the wrong number.  The minute they start with their speil,  hang up  It does no go to ask them to remove your number they won't.  Its an illegal operation..  Scammers don't care if you get annoyed.  One other thing I've noticed is you get this call from them then within 5-10 minutes a bill collector calls.  I've told these folk the person they are looking for is no longer at this number but they continue to harrass me.  No wonder ppl won't call them back they are rude. I am retired and handicapped do they care whom their harrassing. Noooooo. Why do they keep bothing me?  Because they figure they can get away with it. Its our law makers and phone companies that should be handling this not us.

A thought ... if simply not answering the phone doesn't feel very satisfying (given your personal level of frustration/anger), you can always answer the phone and immediately hang up without speaking to the caller.  From reading the above posts it seems like many people have been hung up on by these representatives mid-call.  Might as well give them a taste of their own medicine and beat them to the punch.

If you're receiving multiple calls from the same numbers (as I believe many of us are), then you likely already know which numbers are associated with this scam. An additional suggestion would be to jot down the phone numbers and keep them handy for future reference if ever needed.  If it is helpful to anyone out there, I have received multiple calls from the following (though, I'm sure there are additional phone numbers that this group is using):

Nameless, I completely agree.  I never answer my cell if an unrecognized number pops up.  My reasoning: If the call is important, the caller will leave a voice message.  If no message is left, I assume it was either a mis-dial or a scam.  Saves my plan minutes and personal time, and keeps me safe.

Everyone, just stop answering unknown calls ... put your caller id to use (that's what it's there for). :)

Card Services debit consolidation. I do not have credit cards and have repeatly told them to stop calling tried pushing three to take my name off list didnt work. I spoke to federal Trade Commission and they have a file with them now. They suggest not answerig if you do not recognize the number or if you do and it is them to block the calls also getting them on my cell phone now.

You get these calls, regardless of being on the Do Not Call List, because they are computer automated, run by a computer program and the company running it could care less about the Do Not Call list. The program starts at for instance 385-212-1900, then it dials 385-212-1901, then 02 and so on.  THAT'S WHY YOU GET HANG UP CALLS.

I owe no mony and never have yet I get calls from numerous companies like this in particular Allied Interstate and NCO.  And they change their number every so often so call blocking really doesn't work well.  NCO and Allied Interstate have even been sued and lost AND still call!

I have an Excel spreadsheet with all these types of calls and info I have found out about these telemarketers.  It does little good. I have tried to complain to the BBB if it's a local call and to the DNC.  The time I complained to the BBB they just sent a cease and disist letter.  Well WHOOP te DO!  The DNC website is horrible because you can't report a telemarketer if you don't have all the information.  What about a database like 800-notes hmmmmm....
