The Do Not Call List applies to American companies only. Many firms are now using software that spoofs their phone number. The Caller ID will list a phone number that is different from the one that is actually calling. Just Google "spoof a phone number" for full explanation. So when your phone rings from an uncommon, unrecognizable area code, it could actually be an American firm trying to circumvent the Do Not Call List.

This is not the case with 390-117-7104.

I just received a call from this number. This area code is for the country Kosovo. A young sounding woman with an accent said she was calling from Sri Lanka and would like to tell me about a five-stage skin cream. I simply told her "we do not accept solicitation phone calls at this phone number" and hung up.

Total scam.
