I reported Card Services to the Federal Trade Commission via the following website http://www.donotcall.gov/ and here is an excerpt of my complaint after months of these calls.

Card Services also calls from these listed numbers daily via recorded message. You have to press 1 for a person and when I nicely ask to be removed from call list and state I am on Do Not Call List every person has hung up on me. Some cuss at me. Most don't allow me to finish asking to be on removal list before hanging up. Please help. This is all over the Internet and people are fed up and powerless. Received a phone call from this number, as well as many others, from a company offering to lower my interest rates on my credit cards.  All their numbers rang back as disconnected or not in service, so this company is duping their ANI (caller ID) to avoid being caught and shut down.  When I first started receiving these phone calls I didn't even have credit cards, and originally, I just pressed the button it says to press if you want to be removed from their list, yet I still received their calls, so I then pressed the button for the operator, and asked how they obtained my number.  The operator stated that they received my number from my credit card companies, because "the credit card companies recognize that my accounts have been in good standing, and want to help me lower my rates."  Mind you, I didn't even have credit cards at the time, and I mentioned this to them, but the response I got was a very rude "Well, someone in your household has credit cards that they have been using."  ...These people called my cell, not a household number.  I then explained that my number is on the National Do No Call Registry, and asked to be removed from their list, and they said they would put me on their do not call list, but that my number had recently expired from the Do Not Call Registry.  After I hung up with them, I checked the Do Not Call Registry's website, and my number is still active; what's even better is that it states that numbers don't expire from the list, so these people are liars.  I continued to receive phone calls, so I decided to try pressing the button for my number to be removed again...no luck, as I still received calls.  These phone calls resulted in them hanging up on me when I asked who they were, and why they continue to call me after I asked them to remove me.  On one occasion, I decided to play their game; if they're going to waste my time with their unwanted calls, I was going to waste their time.  I asked for an operator, and played right along, giving them a fake name and everything, which went on for like 5 minutes or so with different yes/no questions and them telling me about their service (all the while never mentioning the name of their company), until we got to the question "about how much would you say you have in credit card debt?"  My response to this question was "I don't have any credit cards."  All I heard next was a grunt sound, as if they were disgusted, and the click of them hanging up the phone.  These people are rude and inconsiderate, so I decided that the next time I received a phone call from these people, I was going to be just as rude to them.  Today I received the call, and asked for an operator.  When the operator came on, I proceeded to state "You're a f*&king piece of Sh@t!"  The operated then stated back to me "I'm sorry, you must think this is your dad calling."  I'm SOOO over these people calling me, and yet, what I don't understand is that these people are clearly Americans (based on the fact that they have no accents, speak perfect English, and the numbers they use are US numbers), yet I have been receiving these phone calls for months now, and they are still operating.  Why have these people not been shut down yet?!  Today I placed a 2nd complaint to the FCC about them.

Reverse boycott. We can destroy their cost/benefit ratio by consuming their service.

When a company can repeatedly call with the intent of getting money their customers can repeatedly answer or call back with the intent of not giving them any. They need people to pay with as little talk as possible. They don't want to talk with people who know they are never going to pay. Be all talk and no pay. Answer when convenient. Call back. Give no information. Verify nothing. Ask as many questions as you can. Answer none.

Don't ignore/block/report them. It doesn't work. These folks want you to ignore them for as long as you can stand to or until you give them something valuable like money or information. Ignoring them is being their good customer. Sending a cease and desist is giving information. It lets them know you are still alive and remain their good customer. Their legal model is less vulnerable than their business model. Preparing to initiate unlikely individual legal battles is being their good customer.

Be their bad customer. Make them talk to you fruitlessly for as long as they can stand to or until they stop selecting you as their customer. These companies cannot spend seconds much less minutes on the phone with every person who will never send them a dime. But they don't know who that is. You do. That knowledge is power. Every second you can keep their staff on the phone will render their business less profitable giving them a reason to never call you again.

Calling will not reset your SOL. Making a partial payment will.

I like to ask general questions they should but usually won't answer. "May I have the name and address of your agent for service of process?" Calmly and slowly ask them to spell every word in the address. Read it back for verification. Control the pace. If they are rushing then politely ask them to slowly repeat. "Are you a corporation and if so in which state are you incorporated?" Repeat your questions when you don't get direct answers. When they won't answer a question ask, "Would you like to comply with the business and professions codes of your state?" That is usually the point when they hang up on me but if they say they want to comply then begin your questions again.

Repeat while you have the spare time. These folks have many victims and few operators. If everyone calls back but pays nothing the mass auto-dialer business model becomes unprofitable. Don't aide and comfort the enemy by ignoring them. Call! Have a nice long slow friendly chat! Make them hang up first.

Press 2 for Spanish.

For any business, customers who consume the most resources but don't pay (or otherwise add value) become the least desirable. Most businesses will stop (cease and desist) soliciting an undesirable customer. Those that don't stop remain knowingly vulnerable to the actions of their undesirable customers. Few companies can afford to let everyone take a piece of them whenever they want endlessly. For instance they must pay staff to answer everyone's telephone calls which can be placed at your convenience for the joy of it. Call and consume their operator time without paying or giving information. Be a bad customer. The worst customer. Inspire them to invoke their right to refuse you service by not soliciting you.

There are certainly enough victims with unlimited long distance to take down this company so ignoring/blocking seems downright Orwellian to me. Really? We're just going to passively submit and go with a block list or however we manage ignoring an endless stream of unwanted phone calls day after day? Hell no! Unite or remain conquered. Answer/return every call - become well practiced at keeping these folks on the phone - or count yourself not amongst the free.

Same crap for me with the card services. It's just to bad the state attorney generals office does not have time to stop these calls. I have complained more times than I can count, with no results. Put my number on the do not call list, filed complaints with the ag's office, and on, and on, and on. Today I pushed 1 and got a person to talk to me. "Oh the little girl is crying, he can't handle the phone call boo who who, how much Kleenex does he use everyday 4 or 5 boxes!" I laughed and said for someone making 5$ an hour you sure are bold. Oh I make 50$ an hour he said, Right 50$ my a**. Anyway good luck to all of us, seems we are on our own. BTW before he hung up he ask for my 10 digit number so he could put me on the list to not call. Boy am I a sucker, half way through he started laughing and  said right buddy and hung up. Come on mr. ag how many people have to complain before you will throw us a rope.

4015511356 just called my cell phone as well today at 4:58pm. Someone needs to call the authorities about these frauds calling trying to get our personal information. They're phishing for our personal information for Identity Theft. They weren't counting on us checking on the number. ANYONE can program whatever number and name to show on someone's Caller ID when they call, and the message about the number being out of service is a recording and the call disconnects when it finishes.

I received call from this number. No message, when I called it, a recording said it was not in service. No call lists do nit seem to work.  How can we stop all these calls?

I just got a call from this number. I have also been inundated by this type of call recently. What I do now is add them to my contact list with the name "SCAM ALERT!!!" If they call back, which they sometimes do, I instantly know it's a phony call.

i selected option 1 and transferred directly to a representative and when asked what Card Services was he informed me that it was a credit card service to help bring your credit card balances under control. I told him that I never requested any information from their company and I would like my number removed from their database since they were calling my cell phone. The a***ole hung up on me...I will find out who his supervisor was and I will file a compliant. People like this and the company that they work for need to be put in their place or simply SHUT DOWN.

This was a call with no one on the line, and when I googled it, this site came up.  I saved it in my phone with the name "No answer scam" to be sure I ignore it the next time.

I'm continuing to receive these calls. My number is on the do not call registry and I have opted in multiple times to the "press three now to be removed from our special list."

Every time I speak with an actual person they hang up the second they think you aren't trying to sign up for their 'service.' I'm very offended that they are able to call from a number that is 'no longer in service' and I have no way to stop these calls since every request is ignored.

I just got a call from them.  It was a robocall about credit card consolidation.  I immediately reported it to the DoNotCall complaints.  It is very easy to do and may help.  I am also a Verizon subscriber, have gotten many unwanted calls and text messages and it started when I got a text plan????  They are unable/unwilling to help and do not allow you to block enough numbers to take care of the unwanted calls.

These calls won't stop. They come over both land and cell lines. Pushing "1" as requested sometimes gets you an unanswered ringing phone.  Actually reaching a person does not get you off the list.  Telling them you are on the "do not call" list is ignored. Tell FCC and maybe someone will hear us. Otherwise, all we can do is hang up immediately.

I'm pretty sure they use number spoofing so you'll see a variety of area codes come up on your Caller ID. This number is a Rhode Island number, but I've had calls from the same morons with Atlanta and Orlando numbers too.

I read somwhere that these calls are coming from the states but routed thru an overseas router. Therefore bypassing the do not call restrictions. That is also why when you call back the number is Jo longer in service.

please please please!!!! register a complaint with the federal trade commission. call or go on their website www.donotcall.gov the girl tell me that they need a certain amount of complaints before they follow it up. the fine is $16,000. so if a few get fined maybe the word will spread and it will stop. but please help by filling a complaint. god please make it stop

I have got a call from this number and others also.  I have been lately answering the phone and telling these calls are being reported.  Some have stopped calling.  From my understanding do not answer these calls if you do not know who they are.  I heard somewhere that the longer you are on the phone with these people they can somehow get into your computer system and get any and all account information.  So be careful please.

Report phone calls like this to the FCC.  They can't do anything about a single call -- but they can do something about a batch of complaints against a phone number/company.
