Total scam. Typical debt scammer trying to scare you into paying them money. They throw around a lot of scary legalese such as "arrest" "Jail" "warrants" and that sort of stuff. Ignore them. There's no arrest for ordinary civil debt.
If they have a valid debt tell them to send you a debt validation letter by US mail. E-Mail no good. Otherwise don't talk to them, to don't give them any information and do not send them any money.

They call you and tell you are going to jail if you dont take care of the debt they are calling about. They claim they are with US Atty Office. It is a collection agency that bought debts from clients.
