Same as previous notes, BankCard Services.  They are not my bankcard or anyone else's service and only want to sell you a lower rate from their company that instead turns out to be a much higher rate on your balance.  They were racked by the FCC before and need to be totally taken out of business (crooks would be a good word for them).
