Got that call today,  I didn't answer so later checked online and read it was SFPD checking if 911 was called.  I checked my last dialed call and sure enough "9115" was dialed,  that's close to "911".  Must have did that while in my pocket.  My Bad,  Good job checking if there was a problem SFPD.

called my cell phone ... not sure hot they got it since I don't give it out ... and left no message.

My spouse tried to use my locked phone's "emergency call" option, thinking it would allow you to make one call to any number you want.  What it actually does is call 911.  I subsequently got a voice mail marked "urgent" from this number, but no message left.  I assume when you call 911 and hang up or get disconnected, the police or 911 calls you back just in case.

It's the San Francisco police department. They called me to tell me they had recovered my son's stolen car. I didn't pick up and they didn't leave a message, but they called him as well, from that number.

called twice in a row for 2 days. on the 2nd day, left a message saying they were calling from 911, and received an emergency call from my phone, and asked to call them back.

This is the San Francisco police dept. I witnessed a hit and run last night and called 911. A few minutes later after I gave a description of the vehicle, a woman called me back from this number with some follow up questions. So it's indeed a real number from the 911 dispatcher.

i'm betting you accidentally pocket dialed the SOS number.  This has happened to me twice, because my phone was in my purse and the keypad wasn't locked.  I, like a total idiot, accidentally contributed to emergency lines being clogged by stuff banging around in my bag.
