I've got a couple of calls from this number. They are hocking car insurance. Its a recording that attempts to give you the impression that they are some state agency reviewing your insurance, but they are just trying to sell you new car insurance.

They called on my cell and didn't leave a message. I blocked this number already.

Got one yesterday, too.  I answered, but the caller hung up.  No background noise.
