From sallie mac sweep states commission think it is a skain

I recieved a letter  with a check supposedly being secret shopping business with that number on it and another two numbers as well. I have called this number and someone with a wierd voice answeres, but they don't identify themselves as someone working for a company. So is it a scam or not?
