This number is from a debt credit management program. They have somehow got your number from a pass due account, or unpaid bill, and is trying to contact you to put you in the program. They will call you all during the day, and when you answer the phone, no one is there, but when they call you late at night after 8:00 pm, someone is on the line to talk with you about getting your interest rate lowered on your credit card. I didn't talk further when he said what it was about. The caller was polite, and never persistent, when I said, I wasn't interested, he just said "thank you, and hung up.
