Calls twice a day with no message

Calls almost everyday.  I answer,  and talk for less than a minute and the line drops.  Continues calling,  never leaves message.

Called my cellphone and left this on my Google Voice service:
"To utilize this free service and adjust your current insurance rates or for more information, press 1 now. Press 3 to be removed from this list."

Call telling me that the Wisconsin Department of Motor Vehicles is telling us that many of us are "overpaying for automobile insurance". If you want to hear more press 1 and if you want to be removed from list press 3.
Phishing scam comes to mind!  And the amazing thing is that their location is in Madison, Wi. The phone # they're calling is unlisted and is on Wisconsin's "do not call" list.

Got called on my cell today 2/4/13 and no message left.

Called today 1/25/2013 at 11:00 a.m. No message left.

called my cell phone in the 3rd week in january 2013, i didnt answer since it was a number i dont call.  these people need to be busted for annoyance calls.....

I received a call from this number: 608-268-8998, today, January 08-13, and my answering system picked up a portion of an automated message that said: ". . . from this list".   It is consistent with what "I have the answer" states, above.  An auto insurance agency cold call.  
         Thanks to those of you who posted a response so that we may learn about who may be calling us.

I got a call, the hung up.
I called back, they are selling Auto insurance.
It is automated, it says "Thank you for calling back, you are eligible for auto insurance blah blah", goes on to options, option 3 is to be removed form dialling list.

Was quick and painless.

They are drop-calling people in hopes that they call back to hear the advert. Might be a legal loophole?

Called 1/4/13, at 12:13pm.  I work nights, so I sleep during the day.  Never nice to be rudely roused from your valuable sleep.

Called my cell phone. Didn't leave a message.

Automated call stating I'm overpaying for my moter vehicle insurance. Junk call.

Called my cell today, I did not answer, because I only answer if I know who it is.

Got a message that said "remove from list".

Called 12/10 no message

Called my cell on 12/7, no message.

Same, called and left a voicemail of silence except for a quick word in the very, very beginning that I can't make out.  Sounded like a recording, though, so prolly just a BS telemarketer or pollster...

Called my business cell phone twice. No message.

Called me too, no message.
