Something smells.
1: I am not in the Philippines.
2: Why call it a "smart cell phone"? Isn't it called a "smart phone"?
3: Isn't a smart phone calling plan the same rate as a mobile phone? It's not like they are sending data between each other. Just calling (no data plan).

Area code 632 does not exist, however, +63-2 is the country code for the Philippines plus the first digit of numbers in the Manila area, so they are spoofing the number in such a way to make Filipinos likely to answer it. Remember, caller ID can be faked, the phone companies don't care, and this call is a perfect example.
