So it is a scam # if you call it ever or some one sells your # then they start to use it. It may only get one person every now and then to fall for what ever they are scamming or selling, so they keep it up.

Ok so same thing- "This is Chris Harris, How are you?" I said "No, this is a robot." then baffling me beyond reason this robot (Chris Harris) says "No I am a real person" then proceeds to launch into his robotic speech about payday loans. So i say "there is no WAY this is a real person." then ol Chris hung up on me. So then I call back right. I get good ol Chris Harris again- same exact robot speech. This time I follow along, I say yes in my goofiest voice to every question, after about 35 seconds it says. "Please hold while I transfer you to a specialist." So then (Evan) picks up the phone and ask for my name- instead I say"how did you get my number?" He said maybe you registered for a payday loan???? I said FAT CHANCE! He said - "Gotcha, sorry i'll put you on the do not call list." I gave my number to radio shack 2 days ago and since then I have been getting random spam calls from 3 different numbers throughout the day.

I wish you and your attorney the very best. But what you describe is very typical of scammers originating out of Asia (generally India). Because so much U.S. data processing has been outsourced overseas, it is possible that data is being stolen in places like India. In any case, such callers, whether located here or overseas, are hiding behind VOIP DIDs, spoofed CID, etc.,.
Your best shot at finding them might be by tracking a small payment to them, but that needs the involvement of law enforcement for it to work. Show your attorney this site, in particular the Payday Loan Scam threads.
The number which showed on your caller ID was provisioned with Peerless Networks, a CLEC (Competitive Local Exchange Carrier). I believe this is a VOIP line, which means that the call could literally have been originated from anywhere in the world.
Your attorney may be able to get assistance from corporate protection/fraud prevention staff at Peerless, but they may want a court order if he wants information on these clowns. AFAIK, Peerless is a legitimate operator, and may very well be cooperative. However, the usual remedy for a telephony provider with a scammer client is simply to disconnect them. This will only inconvenience the scammer for a few minutes while they provision service elsewhere.

Well, I agree with most of Elandra's post, except for the fact that under the Fair Debt Collection Practices Act, once you tell the collectors (preferably in writing) not to contact you, they are prohibited from doing so, regardless of their "relationship" with you. If you tell them that everything must be in writing to you, they are bound to do so. Now, having said that, the types of collectors we all seem to be talking about, really don't give a you know what about the law. Some are out and out frauds and will do anything they can to terrorize people into letting go of their cash.
Just 5 days ago I had a Ms. Moyer contact me on her "badass high horse" tell me that now that she had my case, I absolutely would be held responsible for the "charges" filed against me. LOLOLOL. AND, in the event that she was not able to locate and serve me (via Broward county's finest in uniform no less), she would get my friends and family involved. She proceeded to call my mother in law, my sister who lives in another state, AND 2 employees from my company (neither of which I actually know personally) and told them that SOMEONE would be responsible for these "charges" filed against me.
Well, I did reach out to an attorney for what it's worth, and he is taking the case on a contingency. He's motivated, as am I. I've had enough of this garbage. They were stupid enough to leave threatening voicemails (4 of them to be exact), so now I have proof.
Now, I'm coming for them! : )

Payday loan consolidation scam from Twin Cities, MN. A computerized voice comes on if you answer it pretending to be a real person. DO NOT ANSWER.
I receive calls like this all the time, but now I only actually get these calls ONCE. If you have an android phone get yourself the CallControl App. I am like the most penny-pinching person I know who never pays for apps...but this was the BEST $7.99 I have spent; you buy it once and it's yours for life. Add anyone who calls you to the black list and they will be blocked; 61 numbers are on my blocked list!
I mean you can complain & complain that you are on the Do Not Call list (like I used to, because most of us are) and file with the FTC, but it doesn't really do any good that I have ever seen. The reason for that is that they usually get to use the loopholes, and if you don't know what those are (from the Do Not Call FAQs):
"The National Do Not Call Registry does not limit calls by political organizations, charities, or telephone surveyors." and
"Exempt Organizations include charities or certain non-profit organizations, organizations engaged in political solicitations or surveys, or Sellers or Telemarketers that call ONLY consumers with whom they have an established business relationship or from whom they have obtained the express written agreement to call."
Ex. Bill collectors can often be considered to have an established business relationship with you - so like I said...loopholes.

I keep getting calls from this and other numbers either saying I've been approved for a loan or offering to consolidate my payday loans. Not sure how they got my number because I don't have any payday loans nor have I applied for any. I found what seems to be the quickest way to get these calls to stop...I answer, "Bureau of Investigation, this call is being recorded and traced, how may I help you"? At which point they hang up and I usually don't hear from that number again. Sure beats the heck out of ignoring their repeated calls :-)

I just received a call from 651-333-4162 person said his name was Chris Harris and he was calling from PayDay Loan Help Center to help with my loan. Told him I never had a payday loan and he said thank you and hung up. Is there anyway to stop these kind of calls.

they are calling from multiple numbers also routing thru Nevada, Colorado, Minnesota, California, etc. I have asked repeatedly for them to quit calling, it doesnt help.

So my husband called it back, and what soundedlike a computer recording said hi are you there and then someone came on the phone and said u know you owe us money. My husband said no u owe me and the man i know who u r and were going to get u! He said come and get me and the phone went dead.

Did not answer these calls (had a call yest. and again today) but note above that they are about pay-day loans. I have never had a pay-day loan and never will and don't know why they are calling me - I am on the no-call list (which seems to be a joke since I get long-distance, unknown calls every day which I never answer).

I too am receiving these calls. But not only from this number but 828-303-5558, 888-524-1283, 347-674-7817and several more.. It is all the same person (or several people named "Michael" who does not speak very good English.
The one time that I answered the phone I instructed the caller that this call is being recording. Once I said that, he immediately hung up and has not called me back since...

They called..I called back and, after a moment, spoke to a voice recognition computer. Next layer was a guy whose job it was to confirm I had on-line payday loans. Next layer was a woman who identified the company as "Franklin Services". I said I could find her online, yes? she replied, you can try. I quickly googled, found one on 16th Street Boca Raton. "You're on 18th street in Boca Raton, yes?" "18th street, yessir." I confronted her with the discrepancy and she hung up on me.
