Phantom call, just hung up

Hung up on machine.

Don't know who its from but they don't leave messages!!!!

I don't know who is calling (657) 202-6647) from this number or what for. The person calls and doesn't respond to my greeting, but I hear breathing in the phone. I'm getting really angry now, because this person calls every hour! Stop calling my blasted phone!!!!
