This number keeps calling. Then hangs up when I answer. Caller ID identifies as Directory Assistance?

I got a call from this number but did not answer because caller ID said "Directory Assistance CA". When I called it back, a recording came on and stated that my call could not be completed because calls to this number are not permitted.
