I got a call from 6627961904 at 2pm and they told me that I have won something but then it sounded like I have called a # and it was ringing then they hang up on me

They must be starting up again in 2010.  Got a call from this number and the caller was so garbled, I couldn't understand a word.  They then hung up.  Looked it up on reverse search... said it was a private land line.  I doubt Publishers Celaringhouse would be private land line.

Woman called my cell using this number and said she was with Publishers Clearing house.  When I asked how she got my number, she hung up on me. I called back and went into voicemail.  Soooo annoying!!

This was a lady calling, supposedly from Publishers Clearinghouse or Sweepstakes.  Apparently I am a winner of something I never signed up for!  I have also received this call from another 662-796- number.  They continue to call & I've even called one guy back and he hung up on me, then turned off his phone.  I read on another post that they may be trying to get you to either say 'yes' or 'no' so watch out for that. This is a total scam so just be careful.
