I believe this is some sort of switching number. I often get a quick ring and hang up from my friend in China to let me know she wishes me to call her. Usually I will get her country code, city code, and her number w/o the 011 preface code for int'l dialing. But in urgent situations she will call several times when I cannot call back immediately and I'll see her number interspersed with the above number and these others: 678.537:3880,3820,3840,3920, & "Unavailable". My conclusion is that it is a bank of local numbers for the said switching service which would explain the variety of different callers mentioned by the other bloggers. I'm no longer worried about it.

Received 5 calls within a 3 minute range of time! It was very annoying! They called from 3 different #s. First 678-537-3900, then 678-537-3860, then 678-436-5679. Then additionally from 2 unpublished #s...

The first two calls rang one or two times and hung up before we could pick up. The third time we picked up and a voice on the other end (foreign) said something undistinguishable, then hung up on me and called two more times! ARGH!

It was RX Pharmacy asking for Cindy. They've been calling for 2 years- normally it says caller unknown so I don't answer. This time it was a local number. They guy sounded Indian (as usual) and wouldn't let me get a word in.

IRS warns of tax preparation scam

It's tax time, which means while you're trying to figure out ways to wring out every possible deduction to lower your taxes, your friendly neighborhood (or telephone or Internet) scam artist is working to turn you into the proverbial fool that's soon parted with his money.

They'll be working especially hard this season, the Internal Revenue Service and tax experts say, because of the rebates many taxpayers are due to receive ? on top of any refund of overpayment of taxes ? from Uncle Sam as part of President Bush's economic stimulus plan.

The IRS says it will not contact you and ask for personal information. So if you get an e-mail or telephone call from someone purporting to be from the IRS (or your bank for that matter) that asks for personal information, including your Social Security number and bank account information, it's a scammer. That's also true of someone seeking personal information claiming that there's some problem preventing you from receiving your rebate or refund.

The IRS has fielded many complaints already from consumers who say they've received calls from scam artists promising fast "advances" on their stimulus rebate checks, if they give their personal information, said Mark S. Green, a spokesman for the agency.

Even tax preparers are being targeted, he said. In a scam that has cropped up in Iowa and Minnesota, preparers are receiving notices from the "IRS Complaint Field Department" that claim those preparers are under investigation and must provide their electronic filing identification number. Armed with that number, a fraudster can file fake tax returns and obtain refunds fraudulently. At least one tax preparer ended up with a computer virus when attempting to open the file, and the IRS says any suspicious e-mails should be forwarded to phishing@irs.gov.

But wait, there's more.

Green said some people are even "renting" their children for money to anyone who needs a dependent or two to boost their refund amount. The filer uses the child's Social Security number on the tax form as proof of dependency. Not only is that a crime, the child could end up being an identity theft victim , since there's no telling how many times that number could be recycled, Green said.

In addition to the scams, many taxpayers are confused about their rebates and what impact, if any, that will have on their refunds. Here are the answers to what the IRS says are the most common questions:

? The stimulus rebate will not reduce your refund or increase what you may owe when you file your 2008 tax returns.

? The rebates are not taxable, so you won't have to pay taxes on them to the federal government next year.

? About 130 million taxpayers should expect to receive their rebate checks beginning in May.

? In order to get the rebate, you must have a valid Social Security number and file a 2007 tax return ? the only form you need to fill out.

? To qualify for the rebate, you must have at least $3,000 qualifying income. That includes Social Security payments, some Railroad Retirements and some veterans' benefits. Other types of income, from salaries, tips and income generated from self-employment, also can be counted toward qualifying income.

? If you qualify for the rebate, you can receive a maximum of $600 for individuals and up to $1,200 for married couples who file jointly. You also get an additional $300 for each child up to age 17, as long as those children meet the guidelines.

? If you're receiving a tax refund and you elect to get it via an electronic, direct deposit to your bank account, then your rebate check also will come to you electronically.
