Text message about reducing taxes owed to the IRS.

I have never had a legitimate caller NOR SMS from an international-dialing (NANPA) prefix
+1-NPA-NXX-XXXX
as the Caller-ID number. Admitedly, I've had many times as many SMS "spim" messages on my Tracfone than legitmate texts. I suppose it's possible to get a legit "in NANPA" international call on which the caller-ID starts out "+1-" ... I wonder how that would ACTUALLY happen.
As above, this SMS was advertising a supposed (probably id Theft ring) IRS reduction. Apparently this is the new "reduce your credit card rates" variant.
One of these days, I'll stop wasting 1/3 of a "minute" to pick up these scam messages, or if Tracfone increases rates, will discard the phone entirely.

Same here, a SMS.

The message was:
Do you owe $20,000+ to the IRS or STATE? Our gov't approved program REDUCES back taxes by over 65%. Reply "IRS" for a free consultation! (optout, reply:out)
March 16, 10:24am
So I would imagine they want you to text back the word "out" to opt out.
