people from this number have been calling for over a year and we've asked them to stop. However the calls keep coming in, and it cost me money every time they call since they some how got my cell phone number. HELP!!!

Google:  Resort Vacation Bureau in Rice Lake Wisconsin; it's a travel agency, you might have accidentally signed up for it through like a mall 'drawing' or something.  All those mall 'drawings' are just a way of making money off of people giving their personal information, then the travel agency purchased that information from whatever company it was that was collecting it from the drawings, it's all in the fine print. I don't think anybody actually wins anything except telemarketing and mail fliers.

Its a telemarketing scam
