You're obviously a desperate debt collector who's trying to cover your lame attempt to collect a debt. You'd better hope there's not a real Susan Haywood in Billings! She's got the grounds now to do more than just get your grimy outfit for a piddling FDCPA violation.
To Susan Haywood (if you exist) here's a bit of advice. These dirtbags in NY rely on their ability to hide. They spoof numbers. They change their locations and names more often than they change their underwear. The employee turnover is so high it's sub-orbital. They're hard to track down..unless you know how. If you'd like to go to the effort to find these dirt crawlers just do your homework. Bait them. Keep them talking. Find out as much as you can about them. They're never very smart and the people they employ are usually eligible for SSI due to mental impairment. They make slip-ups. Record them. Determine if they are, in fact, based in NY. Not India or in some other country. Try to find out if they're worth more than the leased boiler-room they're probably operating out of. If they are, here comes the fun part.
Contact an Attorney in NY. Explain the situation to him or her. Work out a contingency agreement with them or come to an equitable arrangement. He may be able to identify and locate the offender. If not, a trip to NY may be in the offing. Don't be chagrined. Consider it a vacation that will probably pay for itself. The debt collection industry in NY has a glaring weakness. They have a flaw in what they consider their art of ability remaining invisible. That flaw is called their employees. Walk into any one of the myriad low-end bail bonds offices in Erie County, NY. Slap a couple hundred dollar bills on the counter and tell the person behind the counter that it's theirs..if they can tell you who this is that's been using this number and where they can be found. Almost every single person involved in the debt collection racket in NY has come onto the bail bond radar. The bail bonding industry has a network that puts the debt collection industrys to shame. Word will go out and within 48hrs. you'll have more info. than you ever thought possible. And some you'll wish you didn't know. Hand over the info. to your Atty., tell him to file the paperwork immediately and get out of NY. The local economy in places like Buffalo and the surrounding areas rely heavily on the debt collection industry. Their tendrils run deep. You don't want to be there when the excrement hits the fan. Let the Atty. there bear the brunt of the inevitable mess. Go home, sit back and wait for the settlement offer. If your Attys. good and you've done your homework you won't wait long. Just don't take the first offer. Play hardball. Your Atty. will appreciate it and your trip to the lovely Niagra Falls will be paid for and you'll still have change left to gloat over.
And yes, this tactic has been used. Yes, it still works and there's not a thing the debt collectors can do to stop it. Bondsmen have zero fear of debt collectors and, luckily for us, they're every bit as greedy. Hope this may help someone sometime.

April 2nd post...From a life long debtor named SUSAN HAYWOOD, lives in BILLINGS MT, has at least 10 Leins/Judgments and is on SSI at the age of 53 Ahahahahahahahaha!!!! No wonder why our kids wont be able to recieve SSI when they grow old due to people like this... LOSER!!!

1st call;
UPC called concerning a past due bill I owe claming to be the Sherrif.
2nd call;
will settle today for mm amount.
3rd call;
will accept 2 payments(different amount) only on a prepaid card. refused to give business info to me in the mail to verify their company's validity UNTILL HE HAD THE PHONE CARD IN HIS COMPUTER.
big no no. I am calling the origional company and will settle with them not UPC.
