So, lets see which Florida non-compliant telemarketers are hiring the usually abusive, harassing, threatening, but most likely really stupid;
?L.I. (Lower Interest) Fronters?, AKA- live operator, or card service representative.
?L.I. qualifiers and closers? ?L.I. Rooms, L.I. Reps?. (Search in your area, they're hiding everywhere)
And they tend to disappear fast, so save screen shots now.

Notice the way they try to hide FACTS regarding potential ignoramuses, aka ?employees?. Hired to aid and abet a credit card laundering operation, violating TCPA, TSR and the RICO Act-
Racketeer Influenced and Corrupt Organizations Act U.S.C. Title 18, Chapter 96 § 1962:

Although its expired, notice the phrase ?interest rate reduction program?.
We have a recorded ?rep? posted on youtube saying that exact phrase!

I do suppose, as an apparent newcomer, you have not studied previous posts, where it mentioned, that in the Oct-Nov 2012 issue of the AARP Bulletin, that the "card services" scammers, who prey mainly on the gullible and the elderly, are mostly drug addicts, and ex- cons, "working" on a commission, cheating people, to support their habits, and have that "position" because of the fact they are not suited for any other--who else would hire them? Read- study- and you will become informed. This scam has been going on for years.

Found this post that maybe gives some insight into who is behind all these calls.
So here is the information on the company calling you and a telephone number for the owner's cellphone. Feel free to give him a call and a piece of your mind... Maximum Security Alarm / Sacramento / Andrew Higgins. Maximum Security Alarm, based out of Sacramento, California (1010 Hurley Way, Suite 525, Sacramento, CA 95825). Owned and run by Andrew Higgins . Is just one of many scams this Higgins family and their friends have been doing for a long time, at least 8 years for this company. The awful things they do on a regular basis are just way too much for me to mention and invest any additional time into. They have the most complaints for any alarm company and probably any company for that matter and they wouldn't have this many complaints, especially back to back to complaints unless it were all true. Save yourself a hassle and don't do business or interact with these people on any level. You can reach the owner Andy Higgins on his cellphone @ 916-223-6311. He will tell you that his company in no way calls people on the Do Not Call Registry. I believe that's a lie because if you google Maximum Security Alarms and look at a few of the RipOff Reports and such, you will see action has been taken against them for doing just that. The following describes a pending government action that has been formally brought by a government agency but has not yet been resolved. We are providing a summary of the government's allegations, which have not yet been proven.
On February 5, 2013, the State of Missouri filed a petition for preliminary and permanent injunctions, restitution, civil penalties and other court orders against Maximum Security Alarm. The petition alleges, in part, that Maximum Security Alarm engaged in a pattern of outbound telephone calls violating Missouri's No-Call List Laws by contacting telephone lines placed on Missouri's Telemarketing No-Call List in an attempt to solicit customers for home security systems. The petition also alleges that Maximum Security Alarm caused the telephone to ring repeatedly in an annoying, abusive or harassing manner by soliciting consumers after they had made known they did not wish to receive calls and utilized methods to circumvent caller identification services. The petitions seeks to enjoin Maximum Security Alarm from making telephone solicitations to those who have placed themselves on Missouri's No-Call List, require MSA to pay $5,000 per violation of the No-Call List Laws, pay the state for all investigative and prosecution costs, and to pay the State of Missouri an amount equal to 10 percent of the total restitution ordered against Defendant.

?Are they personal friends of yours??
No! But we?ve dealt with enough of the scum to know they are credit card laundering criminals violating TCPA, TSR, and RICO laws. They should be charged with a felony and get prison time.

I hope you hung up on these scammers!!!

these people call my cell all day long. When I block one number they call from a different number. I tried calling them back one day it said the Magic Jack number was unavailable. They are rude when you do get someone to speak to. Wish they would all just go away!

Called me a moment ago. Again, another spam call. This time about the government loan where I am qualified to get free money without giving anything up front. Strange, they say they're from the US Government, but they're all foreign. When I asked what House Resolution or Senate Bill authorized the grant, they hung up.
DEAR SCAMMERS: NEXT TIME, TRY NOT DIALING A GOVERNMENT INTERN WHO KNOWS THE SYSTEM.

Unwanted call on my cell phone.

The callers are the drug-addicted "card services" scammers, who call us, pretending to be associated with our credit card companies, in an attempt to fool us into giving them our credit card numbers so they can rip us off. People that have given their card number to these junkies have suffered severe financial losses. Beware of these lowlifes, and warn others, before they are cheated!

This was a pre-recorded message with a woman's voice saying she was calling about "your credit card acct.". There was no mention of what credit card or which bank, just "your credit card acct.". The woman said that there was nothing wrong with my credit card acct.but that I could lower my APR to 6%. She said to press 1 to speak to someone or press 2 if I didn't want them to call anymore. I pressed 2 and was disconnected. There was no company name on my caller I.D., just "Brooklyn, NY".
