When I answered the caller asked to speak to either Mr. or Mrs. X. I said it was me, please take me off their call list and please explain how they got my number. He told me it's from a database, he's not trying to sell me anything just tell me about the solar alliance, blah blah blah.
Long story short, this is not the first time a solar company calls. They call all the time, and they get away with it because they are not "selling" anything, just "informing" me.
Interesting fact: When you try to call the number back, you just get a "number can not be completed as dialed".

the trolls are coming out from under the bridge. Supposedly the "Sprint Energy Center" (???). Some desperate recent graduates doing telemarketing calls until they can move on.

this number calls EVERY DAY! when the machine picks up they hang up, when I answer they just sit and listen and then hang up.
