I see only two options here.  1.  You are kidding, or, more likely 2.  You are a scammer yourself.
Anyone sending money to someone they have never met face-to-face, especially via Western Union, is a fool.

Sometimes this is real, is not every man that ask for money are fake. and in case, he directed you to the military department and not him asking for the money.

If some man you've never actually met is asking you to send $350 via Western Union, then he is 100% sure to be a scam.  Stay clear of him.
