WHEN WHAT SEEMS ?COSTLY? IS ACTUALLY COST-EFFECTIVE...

Accounting rules require a nonprofit to clearly communicate when it allocates a portion of its budget to ?programmatic? efforts.  OPERATION LOOKOUT® National Center for Missing Youth makes this distinction and has done so for many years. A duel ?cost allocation? is reported in the IRS 990 reports and annually audited Financial Statements (public documents), yet there are times when watchdog groups miss this valuable point and are responsible for passing forward part of a picture. Out of respect for our donors? sacrificial dollars and volunteer support, we feel compelled to clarify.

OPERATION LOOKOUT has outsourced a ?public service outreach message? integrated with ?dialing for dollars? to outbound promotional  calling centers for many years. Yet when a watchdog group or the media question, dispute, or over-look this ?coupling?, the charity and call center can be misunderstood and unwittingly maligned calling the cost to be ?excessive? or ?ineffective?. These judgments take on a cyber-life of their own leaving the general public in a quandary about the ?effectual? use of their contribution.

In 2010 according to the IRS 990 report and the CPA, 53% of every dollar raised overall goes to public outreach, and this important message saying where to turn for help and asking you to help us pin up a poster; on top of that another 44% goes to missing children search, so combined you can see how well this outreach benefits Operation Lookout National Center for Missing Children. Can we count on your support?

The implication that OPERATION LOOKOUT is unable to make solid cost-efficient business decisions on its behalf is a misleading notion. Refuting statements, wherever such statements appear these days, takes away time and dollars from their intended use?finding a missing, abducted or runaway child. But, some things simply must be addressed for the sake of the charity?s future survival.

A supporter is welcome to respond over the phone or go online. ?Public Outreach? and ?Resource Development?, combined, have greatly expanded the chance to find a child and provide child-search support. Whichever method is selected, because someone called and asked for tangible hands on help, countless caring citizens pinned up a poster with missing children images on it - increasing  participation?always with an intention to find the kids.

Combining two tasks in one action is as frugal and noteworthy today for the organization as it was in 1984 when the charity was founded to provide assistance to desperate families ?always free of charge.  How to do it quickly and to the masses has been answered by outsourcing the duty to call centers.

OPERATION LOOKOUT®, its retired founders-Mike and Melody Gibson of Washington State, its dedicated staff and volunteers will continue to provide ?free? child-search services for desperate searching parents in the USA (and other countries) as long as the public works together with us. Any action taken to find a missing child continues to be needed, and gratitude is expressed to the many Americans taking action in hopes of a deserved parent and child reunion.

I have a cure that works for me.  Sign up with Youmail.com.  Then forward all of your home land line calls to your cell phone.  Youmail only works with cellphones.  Then, as your annoying, threatening, or just a bad date you want to forget can be directed to their personal greeting.  For this one I'll choose a SIT sound with a notice 'this phone has been disconected or no longer in use'.  :-)  If it is a human they'll hear I don't have this phone anymore.  If it is a computer dialer doing the deed the SIT sound is supposed to communicate to the dialer that this number is bad and takes it out of the caller.  I'm not sure that is true but it doesn't matter.  Youmail has lots of free greetings that you can personalize to your contact list.  Every one of my personal contacts has a greeting that is chosen for them that fits and usually either sends them into uncontrolled laughter, or they hate it and I put it there to do just that.  I am just that way.  Have fun and when that especially irritating caller goes away you can put your home phone back online with turning off the call forwarding feature.  Viola!.

I would like to throw my phone when this number shows up!!!!!!!!!!It happens about 5 or 6 times a day and no one answers. Something needs to be done shy of having my land line taken out. This starts around 8am and goes till 10pm or so every day.  I don't always have my glasses on so I can't see the caller ID plain.

We received a call from someone supposedly helping breast cancer patients.  Told my husband she would send him something in the mail after he said he didn't want to donate anything.  We received a follow-up call from "Associated Community Services" @ 248-351-6713 verifying that we donated $20 - we did no such thing.  He said the note he had claimed that "T. Smith" said we wanted to donate.  I called the 800 number back to complain - their voicemail is FULL.  This place is a hoax.

Associated Community Services in Southfield Michigan is actually owned by Robert W. Burland Jr.  This is his ownership documentation from the state of Michigan.

http://www.dleg.state.mi.us/bcs_corp/dt_corp. ... SERVICES,%20INC.

He used to list his address out of his home at 5238 Addison Drive, Troy Michigan, 48098.

http://www.dleg.state.mi.us/bcs_corp/image.as ... %5C00002575.tif

Robert Burland and his company Associated Community Services recently had to settle for $100,000 fine with the state of Missouri for calling people on the do not call list:

http://ago.mo.gov/newsreleases/2008/high_pres ... te_of_Missouri/

According to the Washington states SES, Associated Community Services only gives 31% of all our money we donate back to the charity.  In other words, a lot of the charities represented by Robert Burland and Associayed Community Services give the majority of donated money back to Robert Burland in the form of "fundraising expenses". Makes one wonder who owns the 60,000 stock in Associated Community Services. The vast majority are also represented by the same law firm.  Heres some of the charities that Associated Community Services work for:

Autism Spectrum Disorder Foundation, Inc.
Breast Cancer Society, Inc., The
Cancer Fund of America, Inc.
Children With Hairloss, Inc.
Children's Cancer Fund Of America, Inc.
Children's Charitable Foundation
Crusade For Child Safety, Inc.
Detectives Benevolent Association
Disabled Veterans Services, Inc.
Firefighters Assistance Fund, Inc.
FireFighters Charitable Foundation
Firefighters Support Services, Inc.
Foundation For American Veterans, Inc.
Law Enforcement Alliance of America, Inc.
Law Enforcement Education Program
National Children's Leukemia Foundation
Operation Lookout National Center for Missing Youth
Washington Chapter Of The United States Navy Veterans Association
Youth Development Fund (Tennessee)

Some of these "charities" goes as low as giving only 8% to those they represent....the rest goes to Associated Communitiy Services for fundraising.  This is a great website for fact checking, if you dont have a guidestar account:

http://www.secstate.wa.gov/charities/search_detail_cfr.aspx?cfr_id=364

Did I mention Robert Burland has been in business with his son and daughter, Andy and Allyse:  https://www.oakgov.com/crts0003/main.  He has owned several businesses actually.

Andy works over at

http://www.destaco.com/default.asp?loc=USA&lang=ENG

and you can check him out on his Myspace page...he fancies himself as Tom Cruise in Top Gunn:

http://profile.myspace.com/index.cfm?fuseacti ... iendid=49630993

You can check out Allyse at myspace too, if you can tolerate Maddona music:

http://profile.myspace.com/index.cfm?fuseacti ... iendID=37149591

They are also on facebook.

I have simply made it a practice to not to give to any charity reresented by Associated Community Services.  If any one else wants me to do some research on these charities, let me know.  You'll get a kick out of the Childrens Charitable Foundation in SC...theyre the ones who give only 8% to services.  Gets me ill that they use cancer, veterans and kids to make a buck.

I found their approach suspicious and they indicated what ever they would send me they would send a copy of my commitment to the Attorney General as well.  I told them not to send me anything.  They have been calling and hanging up for 2 days now and I suspect it was them calling and hanging up for 2 days prior.  This is pitiful and I will write The Breast Cancer Society to ask them to get them to change their tactics.

Actually spoke to a person.  These guys call every Thursday around 9 am when I am trying to sleep. I work odd hours so it is annoying. Anyway She asked for someone who doesnt live here, and I told her nobody lived here of that name, and to stop calling. She said that SHE had never called this number before, so I said whatever list we were on, to take our name off. She said she would do this. Doubt this is the end of the story.  Read earlier comments about the Breast Cancer Society Scam. Makes my blood boil.

Same for me...I asked what Breast Cancer Organization -- they said it again, Breast Cancer Society.  I said I support a couple of these, but wouldn't support it over the phone, be more then happy to have them send me some material.  She said they don't send it without a pledge.  Sounds shady to me!  Hope people are aware this isn't how legitiment organizations work.

We gave money to this BREAST CANCER SOCIETY telemarketer (1-800-760-1364) last year, and they haven't stopped calling almost every day ever since. In fact, because we turned them down this year, they now call almost every hour. This is HARRASSMENT!!!!!!!!!! In fact, because of this rude group, we have decided to stop giving money to all charities combined.

This number has been calling for 2 months constantly everyday, seven days a week, non-stop, twice every hour.  I thought it would go away, but it never does.  When I finally answered and told the man to stop calling, he got very sarcastic, and started yelling.  I hung up on him.

I get five or six calls from 800-760-1364 at all times, to include as late as 9pm. They leave no message. I have talked to them before and told them to remove my number, but apparently they just don't care and they keep calling. I thought the Do-Not-Call was supposed to stop this.  Hmmmm....I wonder.

My mother is a victim of Breast Cancer, and I made the horrible mistake of actually giving these a-holes some money last year. I did some very cursory research on them before I donated to them. They are listed as a charity on a major database of charities. However, since then I've been getting calls from them daily. I told them not to call me anymore, but they keep on calling. I am now convinced they aren't a legit organization. I have caller ID, so I don't pick up anymore. I think they sold my info to other "charities", because I have been getting lots of other calls for other causes since then.

This number belings to the Breast Ccancer Socitety also known as TBCS
We were getting several calls a week from 800-760-1364. They left no message. When we did answer they would hang up on us rudely in mid sentence, they would hang up on us if we asked them a question, when we asked the caller to remove our telephone number caller said they couldn't, they called too late in evening when it was dark, and worse of all,  when we called the number back you weren't allowed to talk to a person, so there is no way to get removed form The Breast Cancer Society's caller data base. The Breast Cancer Society  telemarketers have the call recipients over a cruel barrel.

I emailed the website asking for our telephone number to be removed. When I emailed them, I emailed the top executive as they had all the execs telephone numbers listed on their website. The exec I wrote forwarded the email to another who took removed our telephone number out of their data base.

Since then, all the execs' emails addresses have been taken down from their website, of course, they want to be able to control their incoming emails just the way we want to be able to control our incoming telephone calls, so they know they are doing us very, very, wrong and even deterring people from giving to this organization.

I emailed and snail mailed all the emails I wrote to the Breast Cancer Society and all the emails they wrote back  to me tellimg me our telephone number would be removed, to the "FCC", "National No Call", and to my State's No Call enforcers, just to make record of our being removed. They were very responsive and pleasant when they answered my email, so I have no reason to believe they wont remove our number.

I was expecting a call from my wife so when this number came up, I answered it to get rid of them as quickly as possible.  They asked for her and I told them she was at work.  I asked who they were and if I could take a message.  The response was that they would call back and a hang up.  I returned the call and the recording said it was the Breast Cancer Society.  I gave them my phone # (since they already had it)and told them about the rude caller and not to call again.  Next time, I report them for continuing to harass after being told not to.
