who are these people? They call every day and refused to identify themselves, and ask for social security information.

West Asset Management is the official debt collector for NYS Dept of Taxation.  I confirmed this with NYS before I spoke with them.

I'm sure they do collections for many other companies as well, but if you owe any NYS tax, this may be why they're calling.

My wife and I have received several calls from this number.  When we called it back, they first refused to say who they were and why they were calling.  My wife managed to extricate the fact that the person was calling from "West Asset Management."  They refused to give us any more information, and hung up.
