I have gotten calls from this number for the past couple of weeks because they're looking for someone called Lacy. It's frustrating because I don't know who that is. I tried calling the number back and couldn't find how to talk to a person to get them to put me on the do not call list.

It is the ORS of Utah. Office of Recovery Services. Most likely child support issues. You can talk to them and work it out, if you don't they will use all the powers the state as given them and give you a very bad payday.
