Be VERY careful!

When I approached retirement age, I too called the SSA (using the local, official phone number) ... they did two things:
1.  Sent me a thick package of stuff to read.
2.  Invited me to attend a personal interview, at their office.  
-- they did not have sufficient time to discuss everything on the phone, and wanted to assure privacy of any information we might exchange.  

Your "James Parker" may or may not be a real SSA employee ... and, the "receive back pay" statement seems somewhat suspicious.

I called the SSA and they said he's legit and the info he told me was, too.  I can start receiving benefits before I retire. I'm a teacher and plan to retire June 30.  I thought I wouldn't receive benefits until July.  James Parker explained since I started my application in February I could receive benefits in May with back pay for March and April.  He's calling back today to explain it again so I understand it fully.

I got a call from this number.  He (James Parker, said he were from the Social Security Administration and he knew I completed a benefit form from the SSA.  I'm retiring soon.  He said I could start getting benefit payments sooner and not have to wait until I retire from teaching in June.  I said I needed to talk more with him and he is going to call me back tomorrow.  Is this number a scam?
