This guy, Howard Elmquist, has a carpet cleaning business. Although the calls are annoying, I understand these are lean times and some folks are desperate.

Clearly the Caller ID (Howard Elmquist)is the name used on some type of auto caller system that confirms a person is home to answer the call.  Then, once you answer, the sales person from Tower Carpet Cleaning (817-605-3678) calls and makes the sales pitch.

I received a call this morning at approximately 8:59 a.m. on Sept. 7, 2011 from the following  tel no. 817-281-5114. The caller i.d. shows the name of Howard Elmquist.  When I answered the phone, no one said anything. I hung up the phone after about a minute and redialed the number. I receceived a msg. that the mail box was full. I receive calls periodically from this same 817-281-5114 and it is very annoying because no one ever identifies him/herself.

I received a call from 817 581-7882 and when I answered it I got the same message,  a recording stating "there is no one at this number".  A few minutes later I got another call from 817 891-6513.  The  caller name said out of area. I did not answer that call. I believe these are most likely  telemarketing calls.

Howard Elmquist calls 20 minutes before this number call showing up at Tower Carpet Cleaning

I have been called a couple of times from this number, and today there was a recording after I answered the phone that said, "This phone number does not exist."  Then the line went dead.  I have called this number back(keeping my number blocked) and there is always a busy signal.  Also, after I called a carpet cleaning company with this number called me.  817-605-3678

phone rang and then static with what sounded like a fax and then said "sorry your call cannont be completed.  I never called anyone....
Caller Id showed- Howard Elmquist with that 817 number then about 1o minutes later I reccieved another phone call same Caller ID, but this time a differant Num 817-281-5114, and a live person who said it was Power Steam carpet cleaning...I asked her to remove me from their calling list

answered, no one there. Called back with odd male voice recording "no answer at his number". Just before it rings when called, 2 beeps as when calls are forwarded off. Called again and it rang for several minutes, then standard recording "your party is not answering".

Called 10:31, January 16, not home, no message left on machine

This number called and no one talked. They are constantly calling.

Also got two phone calls from them this morning...  Did not answer, and they did not leave a message.  Then I get another phone call 17 minutes later from 8176053678 (which I answer) and an automated message tells me that there is "no answer at this number".    One minute later I get a call from 817-281-5114 (and I answer it with my business name) and the lady on the phone tells me she has the wrong number.

They called again.  They actually talked and said they were:

Power Steam Carpet Cleaning and their phone number is:

817-498-3168

I called that number and that's them and they feel quite justified in calling as many people as that like....

This number started calling after 5PM and does not leave a message on the answering machine.  The number called at least 3 times before 7pm.

I've gotten numerous calls from this number.  I heard the same things you did.

when i answered nothing but static and sounded like a fax machine in the background!
