This number called from a company called "Mediation Services" who called in relation to a citimortgage account that had been late but was now current. They promised to lower payments and bring interest rates down to 2-3 percent.  They left the call back number of (888) 387-0895. I called the 818 number and got to what sounded like the same person in the same room but he did not speak at all. just breathed into the phone..  

They started to ask about items they should have known, and I ended the call. actually the guy just said OK and hung up on me. The did ID me and pull up my name through caller ID. I suspect they are legit-ish and work off of debt reporting agency info.  But I did not have a good feeling about them.
