I called them back and spoke to them in Hindi and they did understand what I spoke to them. So I confirmed their Indian origin.
The name he gave was Mark Williams (and not William Williamson)
The other man I spoke to when I called, named hismelf, Mr. Brooks
He declined to apologize to me.

Got a call from this number at 7am in the morning while I was in my sleep. Indian guy on the phone forces himself to speak to me in a really loud voice,
Indian Guy 1 - "We are issuing a ..... for Carol Buress ... We have contacted the DO office...."
Me (half asleep) - Why are you calling me at this time!
Indian Guy 1 - "Please wait, let me forward this call to my manager"
Me (thinking to myself) - I am not Carol, I'm a guy, I have no clue what is happening. Need some sleep before I can get to work.
RUDE Indian guy - Hi, you are speaking to William Williamson. We are collecting your debt ...
Me (in my groggy sleepy voice)- Do you know who you are speaking to?
RUDE Indian guy - I cannot hear you, can you speak louder

I have gotten a voicemail from this number and similar numbers all from people with thick indian accents threatening that they have a warrent for my arrest matching my social security number. They never leave any real information nor have I received any certified mail so from what I've seen on line this is a scam.
