Did a little research on this pnr. Toms real name is Joel Seifert.  He uses the name tom Carcetti a character from an hbo series boy someone like to play pretend.

They claim to be phillips and roth mediation claim that you're going to be served papers if you don't pay xxx. They really rude and nasty especially this Tom. He thinks he's all that.  No one is going to call you about being served   Tom is nothing but a low life who can't find a real job. He refuses to send validation of supposed debt.
