I think this is legit. They said they are with Google Advertising and, after telling him that I didn't recall having filled out the form he said I had filled out, he politely said "no problem" and we hung up. Afterward, I remembered having filled out a form for them to contact me but it was MONTHS ago. Another thing that makes me believe it was legit was that, after I didn't answer it the first time, he called again. I think that scammers and telemarketers don't normally call a second time if you don't answer.

It's Google. They built a free ad campaign for me (if your budget is over 50$/day) they help, duplicate your campaign, but ad banner ads, negative key words, and overall make things more efficient. They check in with you every week with the marketing specialist trying to get you the most return on investment

It's Google, generally someone from their Adwords department when from this number. Nothing to worry about with this number. No spam here.

Nice guy, wanted to set some time aside to talk about google marketing. Not interested. He said okay. Must be new. No aggression and didn't ask for my name.

Shysters - asked about my Google account and what I was doing with my advertising as the account was dormant.  Asked my Google ID number and couldn't supply it.  If Google calls they will be able to supply the number.
