called this AM. Heavy foreign accent. asked for me by name. I asked company name. All I could understand among 3 minutes of asking this jerk to repeat himself, "I cannot understand you!!!" (they can't even speak english) was "Collection ajency"
I said I don't go any further till you state your business.
He said "[garble garble] not authorized to [garbled] talk unless verify [garbled] name".

I said "Well here's my authorization policy. I don't talk to ANYONE without a company name and the purpose of the call. I consider this a harassment call, I have your phone number & if I get another call I will report you" and hung up . I have no idea what he wanted.  

the INTL number (maybe) means he's calling from out of country but the call is routed so it comes up on a local exchange. That's my theory anyway. His english was SOOOOOO bad, I couldn't even get him to SPELL he name of his company, that I have to assume he's not calling from the US.
