I received a call today and it was a Wheater warning alert connect to my cell phone

It's the Code Red Alert - gives warnings of severe weather. Got this call at 3 am - severe thunderstorm. 510pm - tornado watch, and 520 pm - tornado warning.

I believe this is an "800" number auto-dial that KLTV uses for weather advisories. Usually these have been requested prevously, so I don't think these are just random calls; it is possible, however, that someone at the station (or connected to it) is using this service illegally.
