recorded message, "please hold I have a call for this number"..a few seconds later, please hold, I'm trying to connect you...and then a recorded message asks, Are you still there?..out of curiosity I said "yes",..then 'it' says, I'm sorry, I was unable to connect you, I will try again later...

this number keeps on calling and then hangs up.  I get several calls during the day and there are always just hang ups on the answering machine

I decided to answer this call it was a young guy asking for someone I never heard of before, after looking it up on internet I called this number back and a recording of a woman (BRE) says to leave a message.

This is a collection agency that uses old info trying to skip trace people in debt (or have been turned over to a collection agency).  

They do not identify themselves as such.

They will call anyone and everyone with any type of connection to the "debtor".  

They will look up old home addresses and get the phone number for that address, even if it is not listed to the "debtor" or anyone associated with the "debtor".  

They will try to call known or suspected reletives or references for the debtor, again often using old information and contacting totally unrelated parties.

They appear to violate fair collections laws:

"A debt collector may not use any false, deceptive, or misleading representation or means in connection with the collection of any debt.

Without limiting the general application of the foregoing, the following conduct is a violation of this section:
… (11) The failure to disclose in the initial written communication with the
consumer and, in addition, if the initial communication with the consumer is oral, in that initial oral communication, that the debt collector is attempting to collect a debt and that any information obtained will be used for that purpose, and the failure to disclose in subsequent communications that the communication is from a debt collector…."

Contact the  Federal Trade Commission (FTC) and report the abuse!
