It is a telephone scam, designed to upset the person.  The call originates from Jamaica. When the number is called in response, the person is either charged outrageous amounts per minute or the Jamaicans will try and hijack the phone account to use for themselves.  They never block *69.  Call your attorney general and report the abuse.

Scam artist called preys on the elderly, called my father and threatened to kill him and his family with explict details of the murderous act.  Trys to get you to call him (Jamaican accent) by leaving threating messages on your machine.  BEWARE of these cowards.
