I just received a call (6-10-14) from a person speaking broken English asking me if someone was going to be home in the next 45 minutes, he said that UPS was going to deliver a package and I needed to call the 876 # to claim the package. I know this is a scam, please use common sense and you should always Google a strange phone number before calling. I'm trying to figure out where they found my number.

>>> HE CLAIMED I HAD WON A PRIZE FROM PUBLISHERS CLEARING HOUSE AND GAVE ME A NUMBER (876-319-9485) TO CALL AND SPEAK TO MR. JAMES CHIN TO CONFIRM. <<<

First, it's not necessary to shout with your caps lock key on.  That only makes your post much harder to read.

Second, and more importantly, DON'T call back every number that someone leaves for you to call.  In your case, your phone company just saved you the expense of an international call (876 is NOT toll-free, but rather is an international call to Jamaica).  Your phone company did you a service by not allowing you to connect your call.  Not only could you have made an expensive call, you could have been scammed.  Or you could have been connected to a pay-for-service Jamaican line at $20 or more per minute.

Consider yourself lucky.

A MAN WITH A JAMAICAN ACCENT CALLED ME FROM THIS NUMBER ON 10/18/13.  HE ASKED IF I WOULD BE HOME IN THE NEXT 45 MINUTES.  HE CLAIMED I HAD WON A PRIZE FROM PUBLISHERS CLEARING HOUSE AND GAVE ME A NUMBER (876-319-9485) TO CALL AND SPEAK TO MR. JAMES CHIN TO CONFIRM. I ASKED HIM HIS NAME AND HE SAID IT WAS MR. ROBERT
FASTER.  HE SAID I NEEDED TO CALL RIGHT AWAY BECAUSE THEY NEEDED TO SET UP A TIME
TO DELIVER THE PRIZE BECAUSE THEY WERE IN THE AREA.  HE SAID THE PRIZE WAS A
DODGE JOURNEY.  I TOLD HIM I HAD NOT ENTERED ANY CONTEST.  HE ASKED ME IF I HAD
SHOPPED AT WALMART WITHIN THE PAST MONTH AND SPENT MORE THAN $20.  I SAID I HAD
AND HE SAID THAT'S HOW I WON.  WHEN I TRIED TO CALL THE NUMBER, A RECORDING CAME
ON SAYING THAT THE NUMBER WAS NOT IN SERVICE.  I ALSO TRIED TO CALL THE NUMBER THAT HE CALLED ME FROM AND GOT THE SAME RESPONSE.  HE WAS SUPPOSED TO BE FROM UPS.

Yes, he said I had won Publishers Clearing House, which I said was impossible as I had not entered.  At no time did he identify that he knew anything about who I actually was or where  I was -- he was near "my area".  I was to call and confirm that I had won.   I saw in a post elsewhere that when someone did that they tried to get his personal info. I did not call the number, also in Jamaica, but assume that is what it is for.  All I know is that it will take longer than 45 minutes for them to get to my house!

I've had 3 calls from this number. They ask for a name and number. Our reply was your not getting a name or number and to quit calling. They are fishing for information.
