This is a scam

Just got a letter in the mail from a company with this phone number for someone who doesnt even live here...for anyone interested, the letter says:
program headquarters (spd)
300 north tucker
st louis, mo 63101
8am-7pm cst 9-4 saturday

letter says this person let their vehicle factory coverage expire (or about to).. name preselected for 0% financing...

I got a similar letter as cheryl described, but the addressee is my real name. I don't know where they got it from. But it is otherwise pretty obvious that this is a scam.

They call offering an extended warranty on your vehicle.  They offer a down payment, then 12 or 18 month payment plan.  They're full of crap.  I told them, "just send me the paperwork, I'll look it over and make my decision."  They said that it costs money to send paperwork and I'm considered an, "at risk", customer cause of the age of my truck so they would need to do it now.  Then, the guy put his, "boss", on the line.  They guy said it would be stupid if I didn't take the deal.  And he brought the money down for me a little.  This is a scam.  I hate these people so much!  You wonder why people are so sour, hesitant, and don't trust anyone.  Cause of A-Holes like these people.  You tell me.  WHY aren't these people sent to jail?  Why are they allowed to get away with it?  It kills me.  Any suggestions on how to go after these scam artists let me know.
