Simple answer: no.  However, there are some things you can do to help limit these calls:

1.register with the do not call registry (https://www.donotcall.gov/)
2.politely ask to be removed from their list and state that you are on the DNC registry
3.report violators
4.be a complete dick so that they don't even WANT to call you anymore.  This in and of itself is a lesson.

HOW TO BE A COMPLETE DICK TO TELEPHONE SOLICITORS (does not work on automated machines)
Foreword: Never cuss or insult the person calling you, this only serves to make them angry, realize that the calls are annoying you, and because of the prior, makes them more likely to annoy you with the latter via their own business, or through illegally sending your number off to other solicitors.

1. Pretend they are a friend.  Any time they mention the product, say something like "oh, so that's who you work for now?  I'm so happy for you."

2. Pretend like you're answering the phone on the behalf of the recently deceased.  Can work in conjunction with 1, and if they press maters, they're the a** for being unsympathetic to your loss.  Or perhaps you are CSI and they're now a potential suspect in the foul murder.

3. Counter sell your own product like shoelaces that tie themselves.  If they don't want to listen to you about what you have to sell, then they shouldn't expect you to listen to them about what they have to sell.  If they change the topic back to their product or service, tell them they are being disrespectful and that your time is valuable and that if they aren't interested in your product they should stop wasting your time and hang up.

4. Pretend to be an intern at a store.  Tell them that if they hold on you can get the owner/manager for them.  Pop back in every couple minutes if you like and tell them that he's currently busy with an employee in the office.  If you're done with the game before they hang up, "accidentally" drop their call.

5. Pretend to be senile/retarded/demented/downs or otherwise mentally incapable of making a choice about their product.

This phone number showed up on my cell phone as unknown it was an automated message saying that my debit Master Card  had been deactivated to reactivate put in your account number and press one. I just hung up (I don't have a Master Card)  and blocked the number with an android app - Mr. Number

My MasterCard Debit card has been locked.  I put in 111122223333444, 4339111122223333, 9999888877776666, and 4444333322221111 and they couldn't turn any of them back on...

Surely people aren't falling for this crap..

Got an automated call from this number saying my debt card with Chase bank had be locked, and that I should call back to get it reactivated.

I don't even own an account with Chase.

Phishing. Called themselves 1st data. Said my merchant account was in danger of being closed. Robot voice repeatedly "ënter your merchant ID #"  What I want to say:"" Right. Same as the others.  Received from this number 877-277-3125 stating my merchant account has been locked and to press 1.  I did not press anything to see if a live person will speak, the line automatically disconnected.  Why is there no resource from the PUC to go after these people that buy these phone lines.

Just received a call from this number claiming to be chase.  They said my debit card was locked due to a security breach.  I called chase at 1-877-242-7372 to look into the issue.  They said my account was fine and there was no lock on my account.

Got a call from this number at 4am California time today. Didn't pick up but called the number back. Recorded message said it was from Advent.com, all 'operators' were busy and to leave a number for call back, although voice mail was full. Why can't the phone company who owns this number shut them down???

As Bor said, they must be capitalizing on the Target scare.  I also got a phone call from them at a ridiculously early hour today.  Just out of curiosity, and in hopes of engaging a real person and wasting a little of their time from their scamming activities, I tried calling the number back.  Went straight to voicemail, which said they were some security agency (didn't catch the name) and asked me to leave a msg with my phone number.

This outfit called me at 04.33 am. Recording says my Chase Merchant account has been locked. If I had had such a thing I would have shut it down for calling me in the middle of the night.
They called yesterday too at 12.47.

4:38am in California and the phone rings... tels me my account has been compromised at my credit card company and I need to speak with their security team by pressing 1 to reactivate. Really quite clever, except I personally never press any buttons and my credit card wouldn't call at 4:30am to inform me a hold has been placed on the card. Don't be fooled. It's phishing scam, had I pressed 1 to reactivate my card, the account would have been maxed out by 5am. BE WARNED!!

Got a difficult to hear robo-call telling me something about my MasterCard something at Downriver Federal Credit Union. I was supposed to push a button to connect me to their security team. I hung up, got on the net, and found this web site after a few tries. Dec 20, 2013 @:58 p.m. in SE Michigan. Hope this helps someone somewhere.

Just got a phone call from this number also.  Saying that my credit card has been closed from a bank that i have never even heard of and to reactivate press one, if you press one, it just repeats this info.

This phone number showed up on my cell phone as unknown it was an automated message saying that my debit card at a certain bank (one that I don't even bank at) had been deactivated to reactivate put in your account number and press one. People this is a total scam to get your bank account information. I hope these people and caught and put in prison.
