It was Blue Cross with their survey.

I used Skype to call the number back, and it was a legit call from Blue Cross--just a survey wanting to make sure they had done a good job earlier when I had a question about my insurance.

Repeative phone calls  4 times in first hour.  I did not answer.  I know no one with this number.
