This was indeed a legitimate call from MCI. As it turned out we had misplaced the bill and I was able to find it, and pay it. There is a long pause from the time you call until they answer so I can understand why some have said that no one answers when the number is called. Also, as luck would have it, there is never a pen around to write down the callback number so I had to verify by finding this site by using the last four digits and the key word "MCI".

As an FYI, we determined the legitimate nature of the call by calling back via MCI's customer service after calling the provided 800# that claimed they were MCI.

The call received appeared as "Out of Area" and the message was something akin to "concerns about our line" with directions to call 1-888-217-9251. To my surprise, this was in fact a legitimate call from MCI. We received the call because the credit card number we were using changed and they wanted to let us know that the card number they had didn't run through. Truly a creepy way of going about it, but it was legitimate. The reason for the "Out of Area"? Their call center is in Manila.

Just got the call. Also questioned why it came up unknown number and unknown name. Call said it was MCI, our phone provider, so questioned it. Checked out this site. I think it is a scam too. The phone company would show up on caller ID if legit.

I've gotten the same call twice now. Caller ID shows "UNKNOWN NUMBER, UNKNOWN NAME". I'm sure it's a spam.
