Got the same call as everyone else from "Amy". My answering machine took the call and saved the recording.

Let's all try this:

Call them back. When you get a live person on the line, tell them to please hold on for a second, there is someone at the door. Then go do something else for a while, watch TV, pay your bills, brush your teeth, what ever for a few minutes. Now go back to the phone and say hello. If they are still holding after all that time, now tell them that you have a caller on the other line. Go about your business for a few minutes then check again. If they are still there, have a good laugh at them and hang up or just keep doing it as long as you can. You are using up THEIR PRECIOUS TIME. That is the one thing they hate. Do this every day, several times a day if you can. Guess what, it WORKS!!! I did it and have NEVER heard from them again.

I got the similar voice message from Amy "Consumer Referral Agency" using the ruse of new eligibility of the HAMP program; I said to the rep this sounds like a scam, she assured me that it is not- BUT it is a scam- I advise reporting them to the Feds and State authorities, Their phone # is 888-334-2435, I gave my email address and received this info:

Please read the description below of the NPV test.
The NPV test is a test generated by the NPV software platform, which is a
loan disposition analysis system that, in various forms, is used by major
banks and mortgage servicers.  Financial institutions use systems like NPV
to analyze the various options available when a loan may not be repaid as
agreed by a borrower.  The purpose of such analysis is to make sure that the
bank can choose the path that offers the best financial outcome possible.

Although essentially all banks and financial institutions use loan
disposition analysis software platforms, these systems are not made
available to consumers.  They are sophisticated systems only purchased and
utilized by banks that have many thousands of loans that need to be analyzed
so that outcomes may be optimized.

When homeowners arrange to run a NPV Test, the system produces an 11-page
document based on the specifics of their property and their financial
situation that shows, from the bank's perspective, the various financial
outcomes that would result from modifying their mortgage compared with the
costs of foreclosure.  A homeowner can then use the test by submitting it to
his or her lender or servicer, along with the required supporting documents,
when seeking to obtain a loan modification, or approval for a short sale.

Compare the approach when using the NPV Test to that of today's homeowners
applying for a loan modification.  Some homeowners attempt to negotiate with
their lender or servicer on their own, but in that case, all the homeowner
ends up submitting to the lender or servicer is information about
themselves, and nothing substantive about the possible dispositions of that
loan from the bank's perspective, or in the best interests of investors.

I just received the same scam call - not sure what the caller's number was, but the pitch was that there's a new government program to help people who are behind in their mortgage payments (I'm not) and they could help.  I knew it was a scam call but I stayed on the line because I wanted to challenge them about who they were.  When the agent came on the line, I asked her what organization was calling me, and she said it was the "Consumer Referral Agency."  I asked what kind of organization that is, and she said "We're a pre-qualified agency for government-assisted programs.  We're a non-profit organization."  Then I asked whether the organization has a website, and she hung up.
It infuriates me that scammers are capitalizing on news about the new settlement with banks to give relief to underwater homeowners.  Also, since many respondents above indicate they have paid off their mortgages, I suspect the scammer are targeting senior citizens, who they believe are a vulnerable group.

It appears that the tactics are changing because this call was  "restricted" (caller ID blocked). On 1-26-2012 1:14PM, I received a call with the recorded message. I followed the prompts and spoke with  a female. She did not identify herself by name when answering.  When asked, she identified herself as "Jessica" and, when asked, gave the company name as Consumer Referral Agency. She was asked why I was receiving this call on a cell phone registered on the National Do Not Call Registry. She said that she has nothing to do with making the phone calls. I asked her to let me speak with someone that does. She hung up.

I have registered a do not call complaint as I will anytime I get calls from any unsolicited calls. I have posted this blog site in the complaint. People getting calls from this company need to do the same. It's actually easier than posting to this site!

I stayed on till I got to a person. Ann gave me the company name as "Consumer Referral Agency" but when I asked for the address she hung up on me!  I called back, and got Ann again.  Asked for her boss.  Rachel gave this as their company's physical address:  4023 Kennett Pike Ste 260 Wilmington DE 19807.  But that is just a box at a UPS Store.  I told her I was on the Do Not Call list, she said oh, must be a mistake, when I said that this site showed tons of such 'mistakes' she said too many people are on the Do Not Call list.  I asked if that gave her the right to call anyways.  No answer. They know what they are doing is wrong.

I received a call by the "Consumer Referral Agency" about a possible mortgage reduction as a result of a government sponsored HARP program.  They said they called me in response to interest on my part from a previous phone call.  Since I never called them or ever talked to them I got suspicious.  I told the young lady making the call that I never talked to anyone in the past regarding a loan reduction, and that she can get into trouble by making unsolicited calls.

Did not record it, but a recording told me that if I'm behind in my mortgage, they can help.  (My mortgage was paid off 10 years ago.)  "Press 1 if you want info regarding help from a gov't agency."  I pressed 1.  I asked twice for the name of the company.  "Consumer Referral Agency," was the response.  I told her that I'm on a do not call list, and would be reporting her.  She hung up.

Amy left a message telling me that I overpaid on my mortgage and that I qualify for HAMP.  she did not identify herself and I called and could only leave a message.  I asked what company she was working for and that if she was legitimate she would have left the company name.  I believe this is a scam.

FYI -- HAMP stands for the Home Affordable Modification Program.

Also, this phone number is associated with a company in Chicago that creates gift baskets (http://www.withoutwordsinc.com/contactus.html).  They probably don't know that they're number is being spoofed by these scammers.

Never give out any of your personal information (bank accounts, credit card numbers, and especially your Social Security number) to people who cold call you like this.

I also received the "Amy mortgage payment" message.  I, too, paid off my mortgage several years ago and am on the Federal Do-Not-Call list.  However, in researching this on-line, I found the phone number attached to a website: www.withoutwords.inc and a person by the name of Keisha Mitchell in Chicago, IL.  Check it out and then report it to the FCC and the Do-Not-Call list if you are on it.

Called and left the same message as listed above.  I called back to see how they called me when in am on "do not call".  Jessica and Ashley claimed to be supervisors representing a non-profit called Consumer Advocate Associates.  They lied of couse.  They are soliciting their business.  After a brief exchange, they hung up but not until making very unprofessional comments.  They will be reported to the "Do Not Call Registry" at https://complaints.donotcall.gov/complaint/complaintcheck.aspx.

Got the exact same message from Amy.  I was tempted to call back and ask them what my last mortgage payment was and how much I over paid.  Was wondering since I don't recall what the last payment was.  We paid our mortgage off more than 15 years ago.

RCVD A CALL FROM THIS # THIS AFTERNOON. IT WAS A RECORDING TELLING ME I OVERPAID ON MY LAST MORTGAGE PAYMENT. CONSIDERING MY HOUSE HAS BEEN PAID OFF FOR QUITE A WHILE, I KNEW THIS WAS A SCAM. I PRESSED ONE TO BE CONNECTED TO SOMEONE SO I COULD TELL THEM THEY WERE FULL OF IT AND IN VIOLATION OF MY DO NOT CALL REGISTRY, BUT WAS NEVER GOT THRU.
