Definitely a scam. Do not listen to the electronic message, this is a phishing scam, they try to take your credit card information, etc. DO NOT ANSWER.

Me too, cell phone, credit card "offer" to lower rate
Robo call didn't name the company, only "Call us"--and didn't provide any call-back # (other than the caller ID on my phone).

I receive repeated calls with the same recording offering a reduced interest rate on my credit card even though my number is registered with the National Do Not Call Registry. Once I tried to get more information form them and they hung up. Now I try not to answer any calls from unknown numbers.

Here's some information that may be helpful:
MT SAC is Mt. San Antonio College, a community college located in the Los Angeles suburb of Walnut, California, 2.12 miles west of California State Polytechnic University, Pomona. The calls come from the area code of the campus address, may be near the college located at 1100 N Grand Ave, Walnut, CA 91789, Phone: (909) 274-7500

I hate this place so much. Every few months I receive a call from them, always from a different state/city, probably a spoofed phone number. Try getting their business address from the live operator and see how far you get, yet they want you to reveal your financial information to them. A total scam.
I wish that the "call type" category below listed "scam," because there is a difference between telemarketers with legitimate businesses and this kind of call, which is unrelated to any registered business I've been able to locate.

Just received a call at 11:39 AM PST from this parson. I asked her ..."What is the name of your company that is going to lower my interest rate?" .... the lady hung up. She had an India accent.
I was going to tell her that I don't have a credit card... I'm sure it's a scam.

Said they could lower my interest rate on various cards...I started asking them questions and they hung up on me. Don't trust these people!
