Its a common excuse used to try and slide by the laws. This type of excuse is used on spam mail as well.

I just got a call from a live person saying they "had the information regarding accounting schools I requested from a live chat with Joe from the day or two before". Unless I am losing my mind, this never happened. I have absolutely no idea what they were talking about, but they did know my first name. Scary.

Its an online college admission, you can ask them to put you on the "Do not call list" I recommend you do that
