http://www.idahostatesman.com/2012/06/21/2162 ... bill-scams.html

"The scam call states President Obama or the federal government has a new program that provides credits that can be applied to payments of utility bills.

To receive the credits, the caller asks for your Social Security and bank routing numbers. In return, customers are provided a phony bank routing number and told to make payments electronically through this account, under the pretense it is connected to a government stimulus program. In reality, there is no money and no program. In addition, customers may believe they have paid their bills when in fact they have not."

https://www.duquesnelight.com/forYourHome/sav ... wareofScams.cfm

"Across the nation there have been reports of scam artists tricking customers into believing a special Federal program will help pay their utility bills.

The scammers work online, by phone and door-to-door. They convince unknowing customers to provide sensitive information, such as social security numbers, to apply for the ?program.? They then give the customer a fake bank routing number to make a partial payment, promising a credit on the account. That payment never gets to the utility company. Nor does the credit.

As part of the scam, customers are being told that President Obama has approved special funding through the Federal Reserve Bank for utility bill assistance. There is no such funding."

http://article.wn.com/view/2012/07/12/Scam_cl ... _utility_bills/

"The scheme spread quickly across the nation in recent weeks with help from victims who unwittingly shared it on social media sites before realizing they had been conned out of personal information such as Social Security, credit card and checking account numbers. ...

Here?s how it works: Victims typically receive an automated phone call informing them of the nonexistent utility program that will supposedly pay up to $1,000. There have been reports of the hoax spreading by text message, fliers left at homes and even personal visits.

Victims are told that all they have to do is provide their personal information. In exchange, they are given a bank routing number and checking account number to provide their utility company when making a payment.

The swindle works because the payments with the fake bank account number are initially accepted. Only when the payments are processed hours or days later is the fake number caught and rejected.

But by then, victims have told friends about the offer, posted it online and, most important, turned over personal information that could allow con artists to dip into their bank accounts or steal their identity."

http://www.omaha.com/article/20120613/NEWS01/706149929

"Through automated phone calls, door-to-door visits and online solicitation, scammers are telling people that President Obama has approved utility bill assistance through the Federal Reserve Bank.

There is no such funding.

The scammers ask for personal information, such as Social Security numbers, and then provide a fraudulent bank routing number for the customer to pay his utility bill.

The scammers' goal is to steal the customer's identity or utility payment."

From SMUD:
https://www.smud.org/en/about-smud/news-media ... 1-new-scams.htm

"Have you heard about offers to pay your utility bills in exchange for information like your Social Security number? Or maybe you've heard that President Obama has a program to pay your bill if you simply apply, sharing some personal information.

Of course, these aren't real -- they're scams that have popped up recently in a variety of ways. Some people have been fooled. Don't be one of them.

SMUD will never ask for vital personal information over the phone and will only take credit card information in the rare instance when you want to pay by phone. And our workers in the field will never ask for a credit card."

From PG & E:
http://www.pgecurrents.com/2012/05/17/custome ... e-utility-scam/

"The scam, which has been reportedly taking place in person, through social media, through posted fliers and through text messages, claims that President Obama is providing a credit or directly paying utility bills. In some cases, customers have been asked for social security numbers to apply payments to customers? utility bills, presenting an identity-theft risk.

PG&E is reminding customers that its representatives would not ask for personal or banking information over the phone."

Here's the two other latest numbers these a-holes have used:

916-304-2387
916-243-5754

(Google each of those and you will see hundreds of complaints on 800notes and the other similar sites as well. Same with this spoofed number. Also try Googling "Utiltiy Reduction Program Scam" and see what comes up)

? Pre-recorded message
? Different numbers always and frequently used (I.E., Caller ID sppofing for malicious purposes)
? Refuse to stop calling when asked
? Says pressing a number to get on their no-call lisst to stop them from calling (there actually is no such animal. It's one of several ways to confirm they reached a working number. You end up on a suckers list)
? Assk for your CC # somewhere in the call
? Use robo-dialers to call numbers randomly
* Always call those on the National Do Not Call list ... blatantly
? Calling them back usually will get either a "operators are busy" or a disconnected number message = SCAM!!!

The interest rate reduction, home security system, loan modification and the phony political survey/2 day cruise scammers ALL use this same MO!!!

As to energy star, lol ... my system already has that and yes SMUD even came out themselves and upgraded my meter! No additional anything else required!!!!

Oh and, these moron's keep calling on my second line ... NOT my main line (which is the number both PG & E, SMUD and my Heat & Air Service (for maintenance/repair) has on my accounts with them! LOL, yet one more red flag there!!!

Prank Call
Totallt clues moron's is what they are.  Just because they use a northern CA/local area code does not mean we're going to fall for it. Seems to be the latest scam trend these days.

FACT: I have and know both SMUD and PG & E's phone numbers, and NONE of these (obviously spoofed) numbers that these idiots have used belongs to them.
FACT: The heat and air repair service I use has never called me, rather I called them when something needed service. Also, like with PG & E and SMUD, I know their numbers and NONE of those these moron's use are those numbers.
FACT: My heat and air is fine no repair needed and cooling my home just fine. I don't need anyone coming out to service it.
FACT: These bozos are using only a variation of the same scam. The other ways it was used was via mail and sometimes email. Otherwise it's no different ... a utilities scam!
FACT: I'm certain these scumbags also ask for your CC number or some other personal info somewhere in their 'call'. Don't give any of that out ... don't give any of that out ... especially to callers like these!!!
FACT: The service I use to stop these non-human scum from calling and trying to scam me provides a way to prevent my phone from ever ringing every time they try which also gives these idiots a disconnected number message each attempt they make. They can try until hell freezes over (which it never will) their stupid very transparent scam fails each time and they progressively look more and more foolish, desperate and idiotic!
I know they have tried calling because the service I use has a call list I check and each time they have tried their number appears ... in bright red letters indicating it has been blocked!!!

ONE MORE FACT (for those who might not be aware ... yet): IT'S SCAM FOLKS!!! DON'T EVER FALL FOR IT!!!

Stay informed, stay ahead of the game, be aware! Report, report, report!!! SMUD, PG & E, whatever AC/Heating (repair) service you use, FTC, FCC, ic3.gov, local and national media, State AG, your States U.S. Representatives and Senators and let everyone you know this is a scam!!!

? Ring Controller
? Digitone
? TrapCall, or
? Google Voice

Leaves an annoying broken-tone message for every call (usually two or more a day) on our machine.
CallerID: "CALIFORNIA"

Telemarketer
My caller ID'ed as "California",from 916-209-5066 and also started with a pre-recorded message allowing an opt out. I pressed 1 anyway to see what the scam was about, and yes, they try very hard to make it seem like 1) they work on behalf of PGE and Energy Star, and 2) they are non-profit.  The pitch is that they want to help homeowners reduce their energy costs, by providing a "PG&E pre-screened energy technician" an appointment with you to analyze your home and where you can save money.  You are asked if you would be more interested in better windows, HVAC, etc, obviously so they can connect to the "energy"  company paying them to set the appoinments.

I also googled the "Utility Reduction Program", the website is a joke, though they do have one page with 4 links to various rebate programs.  The company is trying so hard NOT to be seen as a telemarketing company! I believe they ARE in violation of the rules of the Tewlephone Consumer Protection Act (from whence we get the Do Not Call List) and should be reported.

I think it might also be effective if consumers who are like minded mounted a campaign to make their views known directly to PG&E and Energy Star - the EPA and DOE have a website for Energy Star, and a page where you can ask a question.  I suggest the question "Is this how my Government wants the Energy Star program to be used - illegal telemarketing companies disguising the purpose of their call by claiming to be sponsored by Energy Star?" or something to that effect. It would seem to damage the "Brand" and these companies should be made aware of that.
