If they are calling your cell phone (not landline) without your consent, you can start a class action under the TCPA (Telephone Consumer Protection Act).
I'm being represented by the IHateTelemarketers attorneys right now in a similar case. They are awesome and can stop these annoying telemarketing practices:

If it from the paper, I just subscribed 2 months ago and had to call them six times to fix their screw UPS. Next time bye bye paper. I'll just read stuff on the internet. And this full access to their Web page When you order paper us a crock, it pretty much says what the paper says and any searches I do in their archives never bring up what I am searching for, even if I know it in there or pay for full access to this story, I did When I ordered the damn paper, makes me really mad, putting it mildly. Or I would be cussing a lot. So be careful ordering this paper, so far the customer service is Thumbs down.

Yup ... Gannett owns just about every newspaper in Wisconsin. This number is a telemarketer that generally calls to renew subscriptions, and sometimes to attempt gaining a new subscription.
If you ignore the call, they will call until you buy or die.
If you take the call and simply decline the offer, they will call until you buy or die.
If you decline the offer and tell them you read their publications online, they will call until you buy or die.
However, if you tell them you're recording the call "for legal reasons" (even though you're not), and THEN state that you're not interested in receiving their publication and would like to be removed from their call list .... they will stop calling.

These calls started the day AFTER i cancelled my subscription to the Post Crescent. I haven't answered. I am guessin that they just want to see if i want to restart.

I've gotten two calls in the past two days as well, no message. Gannett (from another commenter's note) is the company that owns the local newspaper, the Post Crescent. I think it's a subscription-related call.

Received call from Appleton Post Crescent (under their parent company Gannett Satellite Information Network, Inc, owner of the newspaper USA Today.) Said it was a courtesy call asking if I wanted delivery of their paper started at the apartment I moved into less than a month ago. Was very polite when I declined.

Received two calls from this number. This is an unlisted corporate cell phone number. Any means used to obtain this number has most definitely been accomplished illegally and without authorization. Further contact will require reporting this caller to the appropriate authorities.
