I dicovered a way to keep them from calling.
I have cordless phone with two hand-sets. I keep both together so when a b*****d calls who is bothering me I can click BOTH handsets on and hold them up to each other "69" (ear to mouthpiece/mouthpiece to ear) which instantly creates a very loud feedback scream.
After 4 to six calls A DAY from this one a**-hole alone since October I am no longer bothered by them, all it took was doing it one time.

Received a call on my cell phone from (925) 524-3099 something about lowering credit card rates, federal reserve made it lower and it serves as your final notice once you answer the call... that if you press 1 you can talk to a rep, but the call disconnected before I could press one. I'm reporting this to the Kansas Attorney General as it came to my cell phone, and I've been on the no-call list for years.

I got the same message as those above. When I spoke to a customer representative, they hung up on me.
