The DoNotCall Registry works on voluntary compliance like speed limit signs on highways. Honest telemarketers honor the Registry, abusive telemarketers and scammers do not. The DNCR also does not cover business phones.

They did leave a message: It was IMS following up on a mailer to save my money business. I have registered with DO NOT CALL list so not sure how they got through.
