i recieved the call from this number and the id said CA POLICE YC..i didn't know what it was so i didn't answer, i let the answering machine pick up..but they didn't leave a voice message. I called my husband and he told me to google it online. I got this web page..now i know who they are..thanks

Received a call from this number, when I answered there was a beeping tone.  I said hello several times and no one would answer.  Finally humg up, called back kept getting busy signal.  After 10 minutes I called again voice mail came on and identified themselves as Calif. police youth charities, I asked to be removed from calling list.

I got this call some minutes ago im 17 and i answerd the call the guy was very rude to me and kept telling me to pass him to one of my parents and not to worry about why im calling, my parents told me to ask before i gave them the phone and the male started to act more rude and told me that nobody was going to come to my house or nothing that its none of my young business so that i should pass him to my parents. i got irritated and clicked because he greeted me very rude and the first thing he said after i answered was "pass me to your parents."

PERIODICALLY, I LOG INTO MY ACCOUNT ONLINE AND CHANGE MY "NAME" THAT WILL SHOW UP ON ANYONES CALLER ID. OF COURSE I CAN'T CHANGE MY TELEPHONE NUMBERS, BUT THAT'S WHERE "SPOOFCARD.COM" COMES INTO PLAY.

FRIDAY MORNING (8:39 AM), OCTOBER 23RD, 2009, I RECEIVED MY FIRST TELEPHONE CALL FROM 925-602-5131, CALLER ID "CALPYC". I LET MY (NEXTEL) CELLPHONE RING TO VOICE MAIL.  NO MESSAGE LEFT.

SECOND CALL FROM CALPYC RECEIVED AT 10:31 AM TO MY SPRINT CELLPHONE. CALL WHEN TO VOICE MAIL, BUT NO MESSAGE LEFT.

THIRD CALL TO MY SPRINT CELL PHONE WENT TO VOICE MAIL. NO MESSAGE LEFT.

I LOG INTO MY BOTH OF MY CELLPHONE ACCOUNTS ONLINE AND CHANGE MY "NAME" TO "CALPYC".

NOW THAT BOTH OF MY CELLPHONE NAMES IS "CALPYC", IT'S TIME FOR ME TO RETURN THEIR TELEPHONE CALLS.

SATURDAY, OCTOBER 24, 2009: I LOG INTO MY SPOOFCARD ACCOUNT AND INPUT THE REQUIRED INFORMATION.

I CAN NOW SPOOF MY NAME AND CELLPHONE NUMBERS AND USE THEIR NAME AND TELEPHONE NUMBER WHEN I CALL THEM.

BETWEEN 9:00 AM AND 12:30 PM, I HAVE CALLED CALPYC 25 TIMES, AND WILL CONTINUE TO DO SO WHEN TIME ALLOWS.

SEVERAL TIMES WHEN A DIFFERENT PERSON HAS ANSWERED THE TELEPHONE, THEY WANT TO KNOW HOW OR WHY THEIR ORGANIZATIONS NAME IS SHOWING ON THEIR CALLER ID

Autodialer Telemarketing Laws

If you own a phone, you have undoubtedly received a call from a telemarketer using an "autodialer." Computerized autodialers allow telemarketers to reach a wide audience efficiently by automatically dialing telephone numbers in quick succession. Combining autodialing with the computerized delivery of a pre-recorded message is commonly referred to as "robocalling." The increasingly frequent and intrusive telemarketing that resulted from automation led to public outrage and the subsequent passage of state and federal laws regulating autodialing.


History:
Robocalling first caught Congress's attention in the early 1990s. Recognizing consumer anger over a proliferation of calls from telemarketers," Congress passed the Telephone Consumer Protection Act of 1991 (TCPA). Among other things, the TCPA imposed limitations on the use of autodialers. The Federal Communications Commission (FCC)---which was charged with implementing the TCPA---adopted regulations requiring telemarketers to maintain a list of consumers who requested not to be solicited by phone.

In 2003, the Federal Trade Commission (FTC)---a federal agency created to protect consumers from fraudulent and abusive practices---went a step further with the Telemarketing Sales Rule. The FTC created the National Do Not Call Registry. With some exceptions, telemarketers are forbidden from calling a consumer who has placed his phone number on the do not call registry

FTC Prohibits Robocalls:
Going still further, on September 1, 2009, the FTC began implementing a rule banning robocalls unless a telemarketer obtains prior written approval from the targeted consumers. Thus, even those who have not registered with the FTC are protected from robocalls. Telemarketers are required to obtain permission even from consumers they have previously done business with. Telemarketers who robocall consumers without seeking permission beforehand risk fines of up to $16,000 per call.

Loopholes in Federal Laws:
Because the FTC rules contain exceptions, robocalls are not likely to vanish. The rules exempt calls from politicians, banks, debt collectors, telephone carriers and most charitable organizations. According to an FTC press release, the rules also do not prohibit "calls that deliver purely 'informational' recorded messages," such as a message concerning the delivery of an appliance or a flight delay. Whether a robocall is lawful depends on whether the caller seeks to interest the recipient in the sale of goods or services. If it does, and the telemarketer did not obtain permission from the recipient of the call, then the call is illegal.
State Laws.

Although every state has its own consumer protection laws, the FTC rules are stricter than most state rules, and supersede them. Nevertheless, it is worth checking the website for your state's attorney general or public utility commissioner or commission to see what laws your state has to regulate telemarketing.

Prevention/Solution:
It is still worth registering with the FTC's National Do Not Call Registry. The ban against robocalls does not extend to human telemarketing calls. If you believe you have received an illegal telemarketing call, you can file a complaint with the FTC online at www.ftccomplaintassistant.gov, or by calling (888) 382-1222.

gOT THIS CALL ONCE ABOUT 3 YEARS ago. Police asking for a donation. To get them off the phone I told them I would donate 20 dollars and to send me the info. if I found them to be valid, I'll send a money order. waited. never got the info, got like 30 calls from them telling me that I promised and the youth is need, try to make me feel bad. i told them to stop calling.. got another call this evening at 9pm while watching glee! those suckers! I=gnore themat all cost!!!

I got CPYC and was not sure of what it was, However I remember telling a male who said he worked for California Police Youth Charities.I used to do that as well in the Bayarea, Don't give them anything unless you get the badge number of the Officer your talking to and can verify the information given. Only a very small percentage goes to the kids, the resst is split between the Officers and the buisness calling you, then the employees. So verify,verify everything, ask questions write the answers down get any and all info and investigate it.

I got a call from 925 602-5131 on 2/21/09.  Caller ID identified this caller as CPYC.  I didn't pick it up and they didn't leave a message.  I did a reverse phone search.  Then I did a web search that brough me to this web site.

Seriously, ANY "charity" that donates $0 (yes, nothing) to the actual charity deserves your spite. Last year, they made over $1.3million and they contributed $0 to the charity.
Any charity that donates less than 75% deserves nothing from you. I always ask that simple question "How much (percentage) of the money I donate goes to the charity? You would be surprised that many do not know (because they are a professional fund raising company - for profit) and often have to get a supervisor to tell you. If they don't know....they deserve $00.
Besides, why not donate to boys & girls club or someone local. You know where you money is then.

"CPYC" may stand for "California Police Youth Charities," which may be a NPO run by retired and active duty police officers, but I've concluded that these phone calls are a scam.  After countless calls and efforts to have my phone number removed from the list, I continue to receive these solicitations, and I am unable to ever find anyone in any position of authority to put a stop to them.  I cannot find any record of any charitable uses of the funds collected, and every person I have ever talked to who will admit to being associated with this "organization" has been rude and uncooperative.  If I receive any more phone calls, I am contacting the California State Attorney General's office.

They call and ask for money. It's fundraising for the California Police Youth Charities. Although they are extremely aggressive, it isn't necessarily a scam. They just don't give up and they do call repeatedly. Not sure if there is a way to request that they don't call you anymore.
