I came home and seen a missed call from 929-221-4020 on my caller Id. They called at 6:01pm on a tuesday. They did not leave a message. I called the # back and a recording said the VM was full and tried to transfer me to a different person. I'm surprised they didn't leave a message if they are a city agency.

Well I can confirm that 929 221 4020 is indeed HRA City of NY, in fact that is Michael my case managers number. After the flood from Sandy in Coney Island,  HRA switched the phone service to VOIP service. You are correct regarding HRA calling hours and on Friday after sundown the beginning of Shabbat? My Russian Jew case manager would never call at that hour on Friday

I received 2 telephone calls (one directly after the other) from this particular telephone number while I was on the telephone with a friend of mine via long distance, and the party who was calling COULD NOT leave a message. The Caller ID said that it was HRA CITY OF NY, however the telephone calls came at 6:45 p.m,
I DO NOT think that this was a telephone call from the City of NY HRA Dept, because they generally DO NOT call this late in the evening ... I have NO IDEA who the caller was but it annoys the daylights out of me that someone would use the ID that they attempted to use, especially on a Friday evening.
