I looked this up on http://www.freecellphonetracer.com and found that it belongs to Blue Licenses Holding, Llc located in Irvine. I dug a bit deeper and found that Blue Licenses Holding is a company that pretty much exists to shield the real identity of the caller. So, with 99% certainty, any calls from this number are some kind of spam or unwanted solicitation.
It could also be a pre-paid phone that is calling me correctly or perhaps by misdialing (since they don't leave a message).
